Deadline for completion of Lam Dong Radio and Television Station Headquarters is December 2025

On the morning of October 30, Vice Chairman of Lam Dong Provincial People's Committee Dinh Van Tuan and departments and branches inspected the site and worked to grasp the progress of the Lam Dong Radio and Television Station Headquarters Project.

The leaders of the professional department of Lam Dong Newspaper, Radio and Television reported on some existing problems of the project.

The Lam Dong Radio and Television Headquarters Project has a total investment of nearly 200 billion VND. The project started construction at the end of 2023 and is expected to be completed in 2025. This headquarters is built in Xuan Huong Ward - Da Lat, with Lam Dong Newspaper and Radio and Television as the investor.

This project has 27 packages, of which package 8 is construction, equipment supply and installation, the main package with a total value of more than 176 billion VND.

This package is constructed by the Joint Venture of Dong Xuyen Company - Anh Duong Building - Mai Trang Viet and is planned to be completed in July 2025.

Reporting to the Working Group, the investor representative said that by the end of October 2025, the Lam Dong Radio and Television Station Headquarters Project had completed about 75% of the volume. The total disbursement value was more than 128 billion VND, equivalent to 71% of the total allocated capital. In 2025 alone, the project was allocated more than 52.7 billion VND, but so far only more than 2.6 billion VND has been disbursed, reaching about 5%.

At the meeting, leaders of Lam Dong Newspaper, Radio and Television expressed concerns about the construction progress when, after 4 months since the administrative unit arrangement, the project still had no additional disbursement volume.

Currently, at the construction site, many items are still in disarray, the number of construction workers is sparse. The slow progress has caused the completion of the headquarters to be prolonged, significantly affecting the unit's operations, especially during the period when infrastructure and human resources have increased after the new organizational arrangement.

Lam Dong Newspaper, Radio and Television has issued a decision to punish the contractor for breach of contract.

The investor has coordinated with the Construction Investment Project Management Board (PMU) No. 1 and the contractor to review the progress, agree on the implementation plan for the coming time, and at the same time, plans to propose to the Provincial People's Committee and relevant departments and branches to allow an extension of the implementation period of the construction package until the end of December 2025.

According to Project Management Board No. 1 and the contractor, the slow disbursement is mainly due to some technical adjustments and the impact of unfavorable weather and heavy rain.

In addition, the contractor's mobilization of human resources and equipment is still limited, especially in the TV tower category - a work with super-heavy steel structures, high technical requirements and complex construction.

The leaders of the Department of Finance analyzed the disbursement plan and agreed with the extension proposal.

Representatives of relevant departments and branches said that the project's slow construction progress was mainly due to subjective reasons.

Departments and branches have proposed solutions to speed up project construction progress, contributing to accelerating disbursement of public investment capital.

Construction Department leaders inform about the extension of project implementation time

Speaking at the meeting, Vice Chairman of Lam Dong Provincial People's Committee Dinh Van Tuan assessed that the headquarters under construction has initially shaped a new, more modern space for the province's media agency.

When completed, the headquarters promises to become an architectural highlight, a new symbol in the field of multimedia communications in Lam Dong.

However, the Vice Chairman of the Provincial People's Committee also pointed out that the construction progress is still nearly 3 months behind schedule. The reason is due to objective factors but mainly due to the contractor's limited capacity in construction organization and finance.

The Vice Chairman of the People's Committee requested Project Management Board No. 1 and related units to coordinate closely and have specific reports on progress and causes of delay.

Vice Chairman of Lam Dong Provincial People's Committee Dinh Van Tuan agreed to extend the deadline for construction and installation of the project to December 2025.

The Vice Chairman of the Provincial People's Committee assigned the Department of Construction to urgently study the documents and advise the Provincial People's Committee to consider extending the project's implementation time.

As for the construction package, the Vice Chairman of the Provincial People's Committee requested that it be completed by December 2025 to ensure the overall progress of the project and the disbursement rate of public investment capital. Relevant departments and branches were assigned to guide the investor and units to complete the legal basis, implement and settle the contract in accordance with regulations.
