Ho Chi Minh City Beltway 2: Construction of the 9,328 billion VND section is about to start
The 3.6 km long Ring Road 2 section from Phu Huu Bridge to Vo Nguyen Giap Street is expected to start construction at the end of November 2025, contributing to completing the key traffic infrastructure of Ho Chi Minh City.

Ho Chi Minh City plans to begin construction on the first phase of the Ring Road 2, connecting Phu Huu Bridge to Vo Nguyen Giap Street, at the end of November 2025. The project has a total investment of VND 9,328 billion, of which VND 6,675 billion is for land acquisition, aiming to address one of the city's key traffic bottlenecks.
Ho Chi Minh City's Ring Road 2 consists of three main sections that have not yet been completed: Section 1 from Phu Huu Bridge to Vo Nguyen Giap Street (approximately 3.6 km); Section 2 from Vo Nguyen Giap Street to Pham Van Dong Street (approximately 2.44 km); and Section 3 from Pham Van Dong Street to the Go Dua intersection – National Highway 1. Of these, Sections 1 and 2 are about to be started by Ho Chi Minh City.
Project overview and construction progress
Section 1 of the Ring Road 2 project is approximately 3.6 km long, starting from Phu Huu Bridge on Vo Chi Cong Street. The investment plan for the project was approved by the Ho Chi Minh City People's Committee in March 2025. Currently, the Department of Transport is finalizing the last procedures regarding design and cost estimates to organize the bidding for construction in October and November 2025.
Previously, on April 19th, the city commenced the project to relocate technical infrastructure and clear unexploded ordnance to prepare the site. According to the plan, the entire project is expected to be completed in 2027, using funds from the city budget.
Section 1 of this project starts at Phu Huu Bridge on the existing Ho Chi Minh City Ring Road 2 (Vo Chi Cong Street), with a length of approximately 3.6 km. The Ho Chi Minh City People's Committee approved the investment plan for this section in March 2025. According to the latest update, the Department of Transportation is currently finalizing the approval procedures for the construction drawings and cost estimates for this section, in order to organize the bidding process for construction in October and November, with construction expected to begin at the end of November.
Detailed specifications
This project belongs to group A, a level 1 urban main arterial road project. The investment scale includes the construction of two parallel roads within a 67-meter wide land clearance area. Each parallel road is 18 meters wide with 3 lanes.
In addition, the project also constructs two branches of the Duong Xuong bridge on two parallel roads, each 18 meters wide. The intersections with D2, Duong Dinh Hoi, and Tang Nhon Phu roads will be designed as at-grade intersections, controlled by traffic lights and navigation islands. The total investment for the construction phase (Component Project 1) is over 2,653 billion VND.
On April 19th, Ho Chi Minh City also held a groundbreaking ceremony for the infrastructure relocation and bomb and mine clearance package of the Ring Road 2 project, section 1. The route will be built with 6-8 lanes, with a total investment of 9,328 billion VND, of which land clearance costs account for 6,675 billion VND. This is a Group A project. The project type is urban road – a main urban arterial road. The project classification is Level 1. The investment scale includes the construction of two parallel roads (within a 67m land clearance area); each side is 18m wide with 3 lanes. Construction of two branches of the Duong Xuong bridge on the two parallel roads, each branch is 18m wide with 3 lanes.
Binh Thai Interchange: A Technical Highlight
A key component of the project is the Binh Thai interchange, designed as a complete cloverleaf interchange. This interchange will feature a steel bridge along the Ring Road 2 crossing Vo Nguyen Giap Street, combined with underpasses on the parallel roads to ensure continuous traffic flow. The construction of this interchange is expected to alleviate the frequent traffic congestion in the area. The Department of Transportation is preparing the necessary procedures to begin construction of this component by the end of December 2025.
The Binh Thai intersection with Vo Nguyen Giap Street (formerly Hanoi Highway) will have a complete cloverleaf design, including a steel bridge along the Ring Road 2 crossing Vo Nguyen Giap Street, combined with an underpass system on parallel routes to ensure continuous traffic flow. Currently, the Department of Transportation is urgently implementing the work of preparing, appraising, and approving the construction drawings, while also preparing the steps for selecting construction contractors. Construction of the Binh Thai intersection is expected to begin at the end of December 2025. Land clearance work
Currently, land clearance is underway. Many households have relocated and handed over their land to the project. For those who have not yet complied, the Land Compensation and Clearance Board will continue to persuade residents to hand over their land in November. If the households still refuse, the authorities will proceed with land acquisition measures in accordance with the law in December to ensure the overall progress of the project.
Along a section of the Ring Road 2, from Phu Huu Bridge to Vo Nguyen Giap Street, many houses have already been relocated and are awaiting site clearance. For cases where land handover has not been complied with, the Land Compensation and Resettlement Board will enforce land recovery and coordinate with relevant agencies and units to organize campaigns to persuade people to hand over the land in November. If households still refuse to hand over the land, administrative measures will be taken to recover the land in accordance with the law in December. Regarding the timeline, the city expects to complete this project by 2027.
