At the project to invest in building the embankment along the Bac Lieu river, implemented by the Management Board of the Project for Investment in Construction of Agricultural and Rural Development Works of Ca Mau province (management board), despite the unusual stormy weather and rising river water levels affecting the construction progress of the works and projects, despite the rain, storms and storms day and night, the workers were always present at the construction site to do their jobs well, not letting the project slow down.

“By the end of October 2025, the industry's public investment capital had disbursed 60.4%. Although there are only 2 months left, we will carry out the project's progress in an "accelerated" manner, working day and night, without interruption. Any construction unit that is negligent in not fulfilling its commitment, we will take appropriate measures and will not allow the project to continue construction...", Mr. Duc informed.

According to Mr. Luong Quy Thai - Deputy Director of the Bac Lieu Traffic Construction Investment Project Management Board, the total capital recorded in 2025 in Bac Lieu province was previously 1,540 billion VND, implementing 9 projects. Of which, 3 transitional projects include: Ninh Quoi - Ngan Dua, Phuoc Long - Ba Dinh, Pho Sinh - Canh Den traffic routes. 3 new projects starting construction include: the inner ring road, the outer ring road of Bac Lieu city (phase 1), Hoa Binh 2 bridge and the road connecting to Giong Nhan - Ganh Hao road. 3 projects preparing for investment include: Vam Xang 2 bridge, Bac Lieu 5 bridge, the coastal road through Bac Lieu province previously and the branch connecting to Nam Song Hau.

The Provincial People's Committee is ready to quickly resolve the issue with the spirit of "what is difficult is for the government, what is easy is for businesses".

"As of October 2025, the Board has disbursed more than 307 billion VND (reaching 19.9%), currently the undisbursed public investment capital is 1,233 billion VND. With the remaining capital being too large and the time being too short, it is impossible to disburse 100% as required by the province," said Mr. Luong Quy Thai.

Identify “bottlenecks”

Explaining the reason why the public investment capital for Bac Lieu traffic projects in 2025 was not disbursed, Mr. Luong Quy Thai said that currently, in the 3 groups of traffic projects, there are 2 problems: one is the institutional stage, the other is site clearance.

"The three transitional projects all have technical problems during construction. On the Ninh Quoi - Ngan Dua route, there is a problem with the clearance of 4 trees. It has been 10 years but it has not been resolved yet," said Mr. Thai.

Mr. Thai said that for three new investment projects with a total capital of nearly 992.5 billion VND, the progress is being affected due to problems with the compensation price mechanism. Specifically, the two areas of Bac Lieu and Ca Mau are currently applying two different compensation price frames, leading to the land clearance price plan not being approved. The authorities must adjust and supplement the transitional provisions and implementation time according to the decision of the People's Committee of Ca Mau province, causing the compensation, support, resettlement and disbursement of public investment capital in 2025 to be delayed.

According to the report of the finance sector of Ca Mau province, the total public investment capital plan for 2025 (including the capital transferred from 2024) of the province is 12,247,831 billion VND . Up to now, the locality has allocated 12,229,971 billion VND in detail , reaching 99.8% of the capital plan . The remaining 17.86 billion VND belonging to the national target program for socio-economic development of ethnic minority areas has not been specifically allocated. By the end of October 2025, the total disbursed value of public investment capital of the province reached 4,617.5 billion VND .

Up to now, all the difficulties facing public investment projects in Ca Mau province in 2025 can be said to have been identified as the "bottleneck of bottlenecks" leading to slow disbursement progress.

The report shows that, in the process of implementing the 2025 public investment capital plan, the supply of construction materials - especially stone - is scarce, causing selling prices to increase compared to the approved estimate. This significantly affects the construction progress of many bidding packages. Some key projects of the province, such as the investment project to build Ca Mau General Hospital (scale of 1,200 beds) , are still behind schedule. The progress of disbursement of public investment capital of the province currently depends largely on the progress of implementing these large-scale projects.

Along with that, some projects are stuck with site clearance work such as: land acquisition, compensation, resettlement support to implement investment in construction of the expressway from the former Ca Mau City to Dat Mui; storm shelter and Cai Cung fishing port; investment in upgrading and expanding the U Minh - Khanh Hoi route; investment in construction of resettlement area in hamlet 6B, Song Doc...

Up to now, all the difficulties facing Ca Mau province's public investment projects in 2025 can be said to have been identified as the "bottleneck of bottlenecks" leading to slow disbursement progress. The most important thing is that the remaining implementation volume and capital plan to be disbursed in the fourth quarter is very large (over 7,630 billion VND, an average of 2,544 billion VND must be disbursed per month).
