DNVN - On October 31, in Hanoi, the Ministry of Science and Technology held a regular October press conference chaired by Deputy Minister Bui Hoang Phuong. At the press conference, Deputy Minister Bui Hoang Phuong informed that the Government has decided to add 25,000 billion to implement Resolution 57.

Perfecting institutions, creating legal corridors for innovation

In October 2025, the science and technology sector continued to affirm its important role in creating a legal corridor for scientific, technological and innovation activities.

The Ministry has submitted to the Government and the Prime Minister 01 Resolution, 07 Decrees and 07 important Decisions, covering most of the key areas of the industry.

The Ministry of Science and Technology has issued 5 specialized Circulars, such as: Regulations on technical audits of electronic signatures and trusted services; guidance on preliminary nuclear safety assessment for nuclear power plant sites during the investment decision phase; regulations on approval procedures for telecommunications number storage and Internet resources; regulations on management, connection and data sharing on the National Information System on Science, Technology and Innovation; and guidance on determining specialized job positions in digital transformation.

These documents contribute to perfecting the legal framework, standardizing technical processes and improving the effectiveness of state management in the fields of science, technology and innovation.

Promote professional activities

Along with institutional work, the Ministry of Science and Technology has synchronously deployed many activities to promote digital transformation: promulgating the Data Strategy to 2030, the National Digital Architecture Framework and the Plan for developing telecommunications infrastructure and digital infrastructure to serve the Vietnam International Financial Center. The Ministry also issued Official Dispatch 5511/BKHCN-CĐSQG guiding ministries, branches and localities to develop a digital transformation plan for 2026, demonstrating the Ministry's coordinating and leading role in the national digital transformation roadmap.

In October 2025, the Ministry of Science and Technology chaired and coordinated the organization of more than 15 conferences, seminars and major scientific events such as the event "Innovation for the whole people - Driving force for national development"; the 16th National Conference on Nuclear Science and Technology (VINANST-16) in Da Nang...

In particular, the Program to celebrate National Digital Transformation Day 2025 with the theme "Digital transformation: Faster - more effective - closer to the people" summarized the period 2020-2025, announced the Digital Transformation Index (DTI) in 2024 of provinces and cities, attracting the attention of many people.

Resolutely implement tasks according to Resolution 57 of the Politburo

According to Mr. Ha Minh Hiep, Chief of Office of the Ministry of Science and Technology, the Ministry is resolutely implementing the tasks under Resolution 57. Regarding institutions, the Ministry of Science and Technology has submitted 10 laws, of which 5 have been passed.

“The number one priority is to perfect the legal framework, not only in science and technology, innovation, but also in the fields of investment and finance,” Deputy Minister Bui Hoang Phuong emphasized.

Regarding policy, the Ministry of Science and Technology has issued a list of strategic technology products, of which 4 products will be deployed from October 31 and the remaining products will be deployed in December 2025. In addition, the Ministry also issued the National Digital Architecture Framework. This is the basis for localities and ministries to build architectural frameworks for their fields and localities, avoiding overlap and dispersion.

The Ministry of Science and Technology has also issued 84 national digital platforms, of which 28 have been put into operation. Many administrative procedures are operated online, effectively serving the two-level government as well as the goal of national digital transformation.

The promulgation of the Law on Science, Technology and Innovation 2025 has "comprehensively resolved difficulties and obstacles that have existed for many years" regarding finance, human resources, scientific and technological information as well as the process of ordering scientific and technological tasks.

In particular, the Ministry has completed the Science and Technology Initiative Portal - a place to receive all initiatives and recommendations from localities. "The output of the Initiative Portal will be the input of the Nafosted Fund. The Fund will rely on the recommendations to form science and technology tasks" - Mr. Hiep provided more information.

Providing more information on the implementation of Resolution 57, Deputy Minister Bui Hoang Phuong said that this year, the Government will add an additional VND25,000 billion to implement Resolution 57 and the Ministry of Science and Technology is coordinating with the Ministry of Finance to allocate capital to support ministries, branches and localities in implementing Resolution 57.

With its drastic actions, the Ministry of Science and Technology is increasingly proving its important role in promoting science and technology activities, innovation and digital transformation, creating a solid driving force for Vietnam to enter a new era.
