In October 2025, the science and technology sector continued to affirm its role as one of the key drivers of economic growth, contributing to the national digital transformation process.

On October 31 in Hanoi, the Ministry of Science and Technology held a regular October press conference chaired by Deputy Minister Bui Hoang Phuong.

In October 2025, the Science and Technology sector continued to affirm its role as one of the key driving forces of economic growth, making an important contribution to the national digital transformation process and sustainable development.

Perfecting institutions, creating legal corridors for innovation

The Ministry of Science and Technology has submitted to the Government and the Prime Minister 01 Resolution, 07 Decrees and 07 important Decisions, covering most of the key areas of the industry.

Notably, Resolution No. 307/NQ-CP dated October 6, 2025 officially added the Artificial Intelligence Law project to the agenda of the 10th Session of the 15th National Assembly, marking an important step forward in building a legal corridor for this field.

In October 2025, 07 Decrees were issued, focusing on providing detailed guidance on the contents of the Law on Science, Technology and Innovation from autonomy mechanisms, finance, venture capital funds, human resources, science awards, to science and technology task programs and innovative startup ecosystems.

In particular, Decree No. 271/2025/ND-CP regulates the establishment and capital contribution of enterprises to commercialize scientific and technological research results in Hanoi, opening up a new mechanism to bring scientific knowledge into production practice.

Along with that, also in October 2025, the Prime Minister issued many important decisions to promote the development of science and technology and innovation, such as: Completing the National Steering Committee on Science, Technology and Innovation, Digital Transformation and Project 06; issuing a plan to implement amended laws in the field of standards, technical regulations and science and technology; approving the program to encourage private enterprises to invest in telecommunications infrastructure and national digital infrastructure until 2030; issuing the national radio frequency spectrum planning; a set of criteria to evaluate the effectiveness of science and technology and innovation, digital transformation for socio-economic development; along with the process of selecting breakthrough initiatives and the plan to implement the Law on Science, Technology and Innovation.

These are documents with directional significance, helping to quantify the contributions of science and technology in each industry and each locality, while promoting the effectiveness of public investment in research and innovation.

At the ministerial level, the Ministry of Science and Technology has issued 5 specialized guidance circulars, such as: Regulations on technical audits of electronic signatures and trusted services; guidance on preliminary nuclear safety assessments for nuclear power plant sites during the investment decision phase; regulations on approval procedures for telecommunications number storage and Internet resources; regulations on management, connection and sharing of data on the National Information System on science, technology and innovation; and guidance on determining specialized positions in digital transformation. These documents contribute to perfecting the legal framework, standardizing technical processes and improving the effectiveness of state management in the field of science, technology and innovation.

Along with institutional work, the Ministry of Science and Technology has synchronously deployed many professional activities and international cooperation:

The Ministry has issued the Data Strategy to 2030, the National Digital Architecture Framework and the Plan for the Development of Telecommunications and Digital Infrastructure to Serve the Vietnam International Financial Center. These are strategic directions to help build a unified data platform, promote the development of digital infrastructure and support e-government operations.

The Ministry also issued 05 Official Dispatches directing the Departments of Science and Technology and telecommunications enterprises to proactively respond to storms No. 10 and 11 and overcome the consequences of floods, ensuring smooth communication for command and operation.

At the same time, Official Dispatch 5511/BKHCN-CĐSQG guides ministries, branches and localities to develop digital transformation plans for 2026, demonstrating the Ministry's coordinating and leading role in the national digital transformation roadmap. The Ministry has also chaired and coordinated the organization of more than 15 major conferences, seminars and scientific events.

One of the notable highlights in October 2025 was the event “Innovation for all people - Driving force for national development” held in Hanoi. Within the framework of the program, the Policy Forum and International Exhibition on Innovation were held, introducing hundreds of new products and technology solutions of Vietnam.

Also in the month, the VNIX-NOG 2025 event held in Nha Trang (October 16-17) gathered domestic and foreign experts and telecommunications enterprises, aiming at the goal of developing the new generation Internet IPv6-Only, automating network infrastructure and improving the quality of national Internet services.

In particular, the Program to celebrate National Digital Transformation Day 2025 with the theme "Digital transformation: Faster - more effective - closer to the people" summarized the 2020-2025 period, announced the Digital Transformation Index (DTI) in 2024 of provinces and cities and honored collectives and individuals with outstanding achievements in implementing digital transformation.

Speaking at the regular press conference, Deputy Minister of Science and Technology Bui Hoang Phuong said: "October 2025 is a month with many important milestones for the Science and Technology sector, demonstrated through legislative results, professional activities and positive communication. The synchronous participation of the entire sector and the accompaniment of press agencies have contributed to bringing the image and role of science, technology and innovation closer and more closely connected with social life."

Focus on completing 5 draft laws to submit to the National Assembly

In November 2025, the Ministry of Science and Technology will focus on completing 05 draft laws to be submitted to the National Assembly for consideration and approval at the 10th session, including: Law on Digital Transformation, Law on High Technology (amended), Law amending the Law on Intellectual Property, Law amending the Law on Technology Transfer and Law on Artificial Intelligence.

At the same time, in November 2025, the Ministry will continue to accelerate the development of Decrees and Circulars guiding the implementation of the Laws passed by the National Assembly at the 9th session. Complete the draft Decrees on handling administrative violations in the field of atomic energy; product and goods quality management; development of digital technology industry and concentrated digital technology zones; quality management of Halal products and services; and regulations amending the operating conditions of organizations inspecting, calibrating and testing measuring instruments.

At the same time, the Ministry of Science and Technology will implement key projects such as: Project to promote intellectual property work to serve socio-economic development; Project to compile statistics and evaluate the contribution of biotechnology; Strategy for development and application of atomic energy for peaceful purposes until 2035, vision 2050; and Project to train and develop human resources for atomic energy./.
