Enterprises and the State solve difficult problems
On the morning of October 31, the Ministry of Science and Technology held a regular press conference for October 2025, chaired by Deputy Minister Bui Hoang Phuong.
In the past, the Ministry has submitted to the Government and the Prime Minister 1 resolution, 7 decrees and 7 important decisions, covering most of the key areas of the industry. Notably, Resolution No. 307 has officially supplemented the Artificial Intelligence Law project, marking an important step forward in building a legal corridor for this field.
In October 2025, 7 decrees were issued, focusing on providing detailed guidance on the contents of the Law on Science, Technology and Innovation, from autonomy mechanisms, finance, venture capital funds, human resources, science awards, to science and technology task programs and innovative startup ecosystems.
Decree No. 271 regulates the establishment and capital contribution of enterprises to commercialize scientific and technological research results in Hanoi, opening up a new mechanism to bring scientific knowledge into production practice.
Sharing at the press conference, Deputy Minister of Science and Technology Bui Hoang Phuong said that in the past in Vietnam there were innovation centers run by businesses.
But for the first time, the Government and the Ministry of Science and Technology have legal documents guiding the usage process, conditions, and criteria for what constitutes an innovation center.
According to the representative of the Ministry of Science and Technology, many localities want to attract innovative enterprises. The Ministry of Science and Technology evaluates the effectiveness of reusing facilities after mergers and acquisitions. Innovative enterprises participate and support the locality. This is a big change in the current situation.
At the meeting, Deputy Minister Phuong also shared that the Ministry of Science and Technology has just submitted to the Government a decree guiding the Law on Industry and Digital Technology. Meanwhile, the State has given problems to businesses, helping to improve capacity and create output for businesses.
“These are not easy problems for businesses to aim for and participate with the State. The State will have a part of the cost to support or place orders for businesses.
This form helps improve the autonomy and self-reliance of Vietnamese technology enterprises; helping enterprises have output and grow gradually," he affirmed.
Localities will develop sandboxes
Sharing about the draft submitted to the Prime Minister on the project to form large-scale domestic strategic enterprises to develop digital human resources infrastructure, digital data, network security and safety, Mr. Tran Anh Tu - Deputy Director of the Department of Information Technology Industry - said that network security and safety is one of the five main pillars, aiming to build a proactive network security and safety system to protect critical infrastructure, personal data and ensure digital sovereignty.
Develop an information sharing network between cyber security centers nationwide; take the SOC centers (cyber security operations centers) of the Ministry of National Defense and the Ministry of Public Security as the core to connect, detect, and provide early warning nationwide.

The representative of the Department of Information Technology Industry affirmed that it will deploy a sandbox testing mechanism (a pilot institutional framework that allows a small number of businesses to test new technologies and new business models in a practical environment but with a defined scope and time, under the supervision of managers and with appropriate risk contingency plans to prevent the consequences of failure without greatly affecting the national financial system), accordingly, each locality develops a sandbox.
"This is a channel to test digital services, including ensuring network safety and security; it is an important step in bringing research to commercialization," Mr. Tu affirmed.
