Quang Ninh: Poverty reduction through internal resources and inclusive development

In implementing poverty reduction work, in recent years, Quang Ninh province has had a methodical approach, becoming a bright spot in the country when completing the sustainable poverty reduction target for the 2021-2025 period 3 years earlier. Quang Ninh currently has a human development index (HDI) among the leading groups in the country.

With the determination "Every Quang Ninh citizen enjoys the fruits of inclusive growth, leaving no one behind", the province has implemented many comprehensive solutions in all fields. In the 2021-2025 period, Quang Ninh mobilized over 120,000 billion VND to implement Resolution No. 06-NQ/TU of the Provincial Party Committee issued in May 2021 "On sustainable socio -economic development associated with firmly ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas in the 2021-2025 period, with a vision to 2030" and 3 national target programs.

Notably, socialized capital accounts for 84%, mainly from credit capital. Loan turnover for agricultural and rural development in the area reached over 97.4 trillion VND. Production support programs, technology transfer, and vocational training are implemented flexibly, suitable to local conditions. With the support of the province, many ethnic minority households have boldly invested in economic models that bring stable income.

In order to encourage poor and near-poor households to escape poverty, the province focuses on vocational training for rural workers, especially in mountainous and island districts. Many short-term vocational training courses are organized to meet practical needs, helping people have stable jobs in the service, tourism and supporting industries sectors.

At the same time, the province has resolutely implemented the policy of eliminating temporary and dilapidated houses; to date, more than 1,000 households affected by Typhoon Yagi and households in difficulty have received housing support. During the implementation process, provincial departments, branches, standing agencies of the Program, local People's Committees and related units regularly coordinate, exchange, promptly remove difficulties, obstacles or propose to superiors contents beyond their authority.

According to the report of the Provincial People's Committee, at the beginning of 2021, the poverty rate was 0.41%, equivalent to 1,526 households. By 2022, the rate decreased to 0.067%, equivalent to 258 households; by the end of 2023, the whole province will have no more poor households, no more poor communes, no more particularly disadvantaged communes in the coastal, island and beach areas. In particular, by September 2023, Quang Ninh has completed the elimination of temporary and dilapidated houses. The average income per capita in ethnic minority, mountainous, border and island areas reached 83.79 million VND/year, an increase of 40.09 million VND compared to 2020, about 1.4 times higher than the national average.

With that result, in 2022, Quang Ninh was recognized by the Government and central ministries and branches as the first locality in the country to complete the sustainable poverty reduction target for the 2021-2025 period, 3 years earlier than the national roadmap.

Quang Ninh's efforts demonstrate the effectiveness of the synchronous and drastic participation of Party committees, authorities, socio-political organizations, along with the reasonable allocation of resources and the "multidimensional poverty" approach, focusing on income, health, education, housing, employment and access to information. Quang Ninh has become a model for localities across the country to study, learn from and implement in order to achieve results according to the poverty reduction targets and tasks assigned by the National Assembly and the Government.

In order to improve the quality of people's lives, on March 30, 2023, the Provincial People's Council passed Resolution No. 13/2023/NQ-HDND with the multidimensional poverty standard for the 2023-2025 period being about 1.4 times higher than the Central standard. According to the new standard, by the end of 2023, the whole province will have 246 poor households (0.064%) and 3,063 near-poor households (0.797%); in 2024, there will be 8 poor households (0.002%) and 1,197 near-poor households (0.31%). It is expected that by 2025, the whole province will have no more poor or near-poor households according to the province's own multidimensional poverty standard.

In the context of the province's strong transformation to become a dynamic economic center of the Northern region, maintaining poverty reduction achievements is an urgent requirement. Because development is only truly sustainable when all people benefit, no one is left behind.

Persistently pursuing the goal of sustainable poverty reduction, one of the key tasks set by the province in the coming period is to closely combine rapid and sustainable economic development with cultural and human development; between promoting urbanization and building new model rural areas, aiming to narrow the gap between rich and poor, regional disparities, ensuring social security, equity and progress. This is a solid foundation for comprehensively improving the material and spiritual life of ethnic minorities, and increasingly consolidating the great national unity bloc.
