After the historic flood caused heavy damage, Da Nang City prioritized stabilizing people's lives, planning to spend 200 billion VND from the budget to directly support people affected by the flood.

'No one is left without food or clothing'

This morning, November 1, speaking with Thanh Nien reporter, Mr. Tran Nam Hung, Vice Chairman of Da Nang City People's Committee, said that up to now, the city is urgently overcoming the consequences of historic floods.

After the storm passed, city leaders immediately directed all levels and sectors to focus all their efforts on supporting and repairing infrastructure, with the top priority being stabilizing people's lives and promptly disbursing support money to support people affected by floods.

"All city forces are currently highly focused on the urgent, immediate task of supporting people, ensuring the lives of people in affected areas with adequate food and drinking water, with the determination not to let any people lack food, suffer from hunger, or suffer from cold. This is urgent work that must be done immediately," Mr. Hung emphasized.

The People's Committee of Da Nang City also issued a comprehensive directive early on on solutions to repair and restore infrastructure.

Specifically, health centers and hospitals must urgently improve conditions to immediately examine and treat people. As for education , schools must be treated and cleaned immediately to stabilize learning conditions.

Regarding transportation, urgently fix and basically restore main traffic routes to ensure basic travel for people.

"In short, there has been comprehensive, complete, and synchronous direction and forces are focusing on implementation. The immediate task is to support the people," Mr. Hung said.

The leaders of the People's Committee of Da Nang City also informed that the city has decided to spend money from the city budget to support people affected by floods. In addition to the support from the state budget, the Vietnam Fatherland Front Committee of Da Nang City is also receiving other sources of support to further support the people.

"It is expected that 200 billion VND will be spent from the city budget to directly support the affected people. In addition, it will be spent on departments, branches, and People's Committees of communes and wards to immediately repair essential infrastructure to serve production and travel activities for the people," Mr. Hung informed.

Da Nang City will calculate how to support collapsed houses, severely damaged houses, partially damaged houses, and support relatives of the deceased and injured people. Instructions have been sent to localities for timely disbursement to the people. The city will provide enough money from the budget for localities to carry out this work, to avoid shortages.

In which, the city's budget is the main source, combined with the local budget used to pay and directly support people according to prescribed norms.

Regarding the source of aid, the Vietnam Fatherland Front Committee of Da Nang City has received great support from many agencies and organizations and will continue to be delivered to the people in a timely and appropriate manner.

Proposal for Central Government to support more than 3,500 billion VND for long-term solutions

Faced with the damage caused by historic floods, the People's Committee of Da Nang City has also requested the Central Government to support about 1,500 billion VND to build about 5 km of embankment to prevent landslides on the Hoi An coast.

Regarding the relocation and resettlement of people in mountainous areas at high risk of landslides, the city will soon propose that the Central Government support about 2,000 billion to build new resettlement areas associated with people's lives, to ensure a long-term, sustainable solution, gradually "adapting" and "living with natural disasters".

In addition, the issue of mountainous transport infrastructure (electricity, roads, schools, stations) also needs to be determined to "adapt" to natural disasters. Therefore, in the near future, the city will have a specific proposal to the Central Government to support funding for the city's people to adapt to this increasingly complicated flood situation.

Currently, preliminary damage figures caused by historic floods are being compiled and are expected to be announced later.

"Da Nang has done its best and left nothing to worry about. Now the most important thing is that the city will do its best to ensure a stable life for the people and provide timely financial support to the people," Mr. Hung affirmed.

The Vice Chairman of the People's Committee of Da Nang City said that if it is money from the budget, then all money is from the State, whether it is spent from the locality or the Government , the people will be supported according to the regulations. Therefore, when the source of Da Nang City is not enough, it will proactively request the Central Government for support.

However, Da Nang City will propose that the Central Government implement similar cases to localities damaged by floods.

Mr. Tran Nam Hung also informed that today, November 1, after having statistics on the damage caused by the historic flood, the city leaders will work directly with the Central Government to request both immediate and long-term support.

"When there are relatively complete statistics of the damage, the city will determine the level that needs to be requested from the Central Government for guidance. In addition, the Central Government's budget is not unlimited, there is still a deficit, and it has to borrow money, so if the Central Government supports this, it will be difficult to support that. Therefore, the city only proposes greater support to resolve matters that directly affect people's lives, homes, and economy, such as resettlement arrangements, preventing beach erosion, upgrading some roads that are easily cut off during floods...", said Mr. Tran Nam Hung.

The Vietnam Fatherland Front Committee of Da Nang City said that the unit has received more than 15.5 billion VND and more than 5 tons of goods, as of October 31. Currently, the Vietnam Fatherland Front Committee of the city has coordinated with the Border Guard of Da Nang City to distribute all of these goods to isolated localities.

The Standing Committee of the Vietnam Fatherland Front Committee of the city has proactively contacted localities where people died to promptly provide guidance and financial support to the victims' families. The allocation and use of funds by the City Relief Mobilization Committee is carried out openly, transparently, and ensures the right beneficiaries.

In addition to the above regulations, the City Relief Mobilization Committee will also consider and decide to support other special and urgent cases based on the actual situation and relief mobilization resources.

The historic floods that have lasted from October 27th until now have caused severe damage to Da Nang City. Currently, the floodwaters are gradually receding and localities are repairing the damage.

Specifically, nearly 76,500 houses in Da Nang City were submerged in water; 10 communes were completely isolated. The natural disaster killed 11 people, left 4 missing, injured 31, collapsed 78 houses, damaged 96 houses, and put 17 houses at high risk of landslides. In addition, the damage to infrastructure, roads, and bridges caused by landslides was enormous.
