
Coming to Ban Quay village, Bac Xa commune, when mentioning To Duc Luong, the local people always have affection and respect because he is an exemplary cadre, party member and a good example of economic success in the locality. Mr. Luong is the youngest son in a family of 10 siblings. Understanding the hardships of his parents, after finishing 9th grade, Mr. Luong dropped out of school to stay home and help with farm work.
Mr. Luong shared: In 2003, with the enthusiasm of youth and the trust of the commune government, I was elected as Deputy Secretary of the Youth Union of Bac Xa commune, Dinh Lap district (old). From 2008 to now, for many years in a row, I have been trusted by the Party Committee and the People's Committee of the commune and have been elected by the people as Secretary of the Party Cell, Head of Ban Quay village, Bac Xa commune (now Kien Moc commune). As the head of the village, I always determined that I must be the one to go first and set an example for the people to learn from, so my family has been a pioneer in developing the hill and forest economy.
Realizing that much of his family’s forest land was left fallow, since 2002, his family has cleared and planted more than 2 hectares of pine trees. With suitable climate and soil conditions, his family’s pine forest has grown well; every year, he expands the planting area.
Sharing his experience in economic development from pine planting, Mr. Luong said: Unlike acacia and eucalyptus trees that can be harvested for timber after 6 to 7 years, pine trees must be harvested for resin after 12 to 13 years. For the trees to grow well, after planting, the family regularly checks, cares for and prevents pests and diseases; conducts pruning and clearing of the ground cover.
Thanks to bold investment, up to now, Mr. Luong's family has over 70 hectares of pine, most of which have been exploited for resin. On average, each year, the family exploits and collects about 50 to 60 tons of pine resin. After exploitation, the resin is purchased by traders at home at a stable price. From the beginning of 2025 until now, the family has collected over 30 tons of pine resin, sold at prices ranging from 31,000 to 35,000 VND/kg, bringing in an income of nearly 1 billion VND. It is expected that by the end of this year, the family will harvest over 50 tons of pine resin.
In addition to growing pine trees, Mr. Luong's family also invests in growing star anise. Currently, his family has 8 hectares of star anise, with a yield of 2 to 3 tons/year. Taking advantage of the fertile land under the forest canopy, since 2014, his family has also grown cardamom, and now the family has more than 4 hectares.
Thanks to the development of the hill forest economic model, Mr. Luong's family has a total revenue of nearly 1.5 billion VND/year, excluding investment costs, the family has an income of about 700 million VND/year. In addition to economic development bringing high income to the family, Mr. Luong also creates seasonal jobs for 6-10 local workers with an income of 300,000 VND/person/day.
Along with developing the family economic model, Mr. Luong is also a pioneer in responding to campaigns and emulation movements launched by the commune and mass organizations. In his position as Party cell secretary and village chief, he mobilized households in the village to develop the hills and forests together. Currently, Ban Quay village has no more poor or near-poor households; all households have built decent houses.
In addition, implementing the new rural construction program, his family contributed over 50 million VND to join hands in building village roads and alleys... As the head of the village, he mobilized people to donate over 2,000 square meters of land to build roads; contributed over 30 working days to build the village cultural house.
Mr. Hoang Van Hoi, Chairman of Kien Moc Commune People's Committee commented: Not only is he agile in developing the family economy, bringing in high income and creating jobs for a number of local workers, Comrade To Duc Luong is also an enthusiastic and dedicated Party member and village cadre. In the locality, he is always trusted by the Party Committee and the commune government, trusted by the people and loved by the people.
With his own efforts, Mr. Luong has been awarded many certificates of merit by all levels. In September 2025, Mr. Luong was honored to receive a certificate of merit from the Chairman of the Provincial People's Committee for his outstanding achievements in the patriotic emulation movement for the period 2020 - 2025. Recently, he was also awarded a certificate of merit by the Central Executive Committee of the Vietnam Farmers' Union for his outstanding achievements in the patriotic emulation movements of the Vietnam Farmers' Union for the period 2020 - 2025.
