According to the Ninh Binh Provincial People's Committee, in recent years, the management, preservation, and promotion of the value of the Trang An Scenic Landscape Complex, a World Cultural and Natural Heritage site, have been implemented with the attention of all levels, sectors, tourism businesses, and people in the heritage area, achieving many positive results.
To continue effectively managing, preserving, and promoting the value of heritage, the Ninh Binh Provincial People's Committee requests that departments, agencies, and localities strengthen the dissemination and strict implementation of the Law on Cultural Heritage 2024 (effective from July 1, 2025), along with decrees and decisions of the Government, the Provincial People's Committee, and relevant legal regulations on heritage management and protection, to officials, Party members, businesses, and the people, in order to raise awareness and compliance with heritage protection regulations.
The Ninh Binh Provincial People's Committee has assigned the Department of Tourism to take the lead and coordinate with relevant departments and localities in developing a management plan and regulations for protecting the Trang An Scenic Landscape Complex, incorporating provisions on environmental protection of natural heritage sites as stipulated. They are also tasked with strengthening inspections and strictly handling violations of construction regulations, land management, and tourism accommodation; and guiding organizations and individuals to assess the impact on the heritage site before implementing projects.
The Department of Culture and Sports presides over and coordinates with relevant agencies and units to perform the state management function regarding the preservation and promotion of heritage values. It coordinates the review and proposal of locations and areas for archaeological exploration and excavation; advises and requests competent authorities to grant permits for archaeological exploration, excavation, and research activities within heritage sites. It also evaluates or participates in the evaluation of projects that may affect the original elements and landscape of the heritage site.
Simultaneously, the Department of Construction is tasked with strengthening the management of investment and construction projects within the heritage area, coordinating regular inspections, and strictly handling unauthorized and illegal constructions.
The Department of Agriculture and Environment is strengthening its management of special-use forests, protecting the landscape, prohibiting the conversion of agricultural land use in the core heritage area, and guiding the implementation of environmental protection regulations.
The Department of Finance is required not to issue new or amend investment certificates for projects using agricultural land in the core zone; for the buffer zone, only consider granting certificates to low-density ecotourism projects to minimize impact on heritage sites.
The provincial inspectorate is strengthening inspections to promptly detect and recommend strict handling of acts that damage heritage sites or violate regulations in management and conservation.
The Ninh Binh Provincial People's Committee has requested the People's Committees of Hoa Lu, Tay Hoa Lu, Nam Hoa Lu, and Yen Son wards, and the People's Committees of Quynh Luu and Dai Hoang communes to strengthen land management, construction order, and tourism business management, and to strictly handle violations, especially cases of illegal construction on agricultural land or encroachment on land managed by the communes and wards. At the same time, they must dismantle violating structures, restore the original state, and not convert agricultural land, ponds, or gardens within the core heritage area to other uses. The Chairpersons of the People's Committees of the communes and wards will be held fully responsible if violations occur.
Furthermore, local authorities need to coordinate the monitoring of construction projects. If archaeological relics or artifacts are discovered, construction must be stopped, the site protected, and the matter reported to the relevant authorities. The dissemination of regulations on planning, land management, and construction within heritage areas also needs to be strengthened so that people understand and comply with the law.
Investment, construction, repair, and renovation activities of works, projects, and individual houses, as well as socio-economic activities within heritage areas and outside the buffer zone of world heritage sites that may negatively impact the original constituent elements of the monument, landscape, and culture of the world heritage site, must strictly comply with the Law on Cultural Heritage. Before implementation, the opinion of the Department of Tourism must be sought, and all current legal regulations on cultural heritage must be complied with.
