Early on the morning of November 3rd, many main roads in the center of Hue City, such as Hung Vuong, Ba Trieu, Truong Chinh, and Dong Da, were once again deeply flooded, after three days of efforts by authorities and residents to clear mud and debris accumulated on the roads following the receding floodwaters of late October. Many low-lying areas in Hue City had their power cut off to ensure safety.

On the morning of November 3rd, the Hue City Civil Defense Command announced that the water levels on the Perfume River and Bo River are rising rapidly again and are currently above alarm level 3. The Ta Trach River is below alarm level 2, while the O Lau and Truoi Rivers are rising to high levels.
Forecasts indicate that from now until November 5th, Hue City will experience heavy to very heavy rain, with some areas experiencing exceptionally heavy rainfall. Rainfall amounts in the plains will range from 150-300mm, with some areas exceeding 400mm. In mountainous areas, rainfall will be 200-400mm, with some areas exceeding 600mm. After November 6th, the rain is expected to decrease.
Heavy rains caused widespread urban flooding, prolonged inundation in low-lying areas, and increased the risk of landslides in mountainous regions of Hue.
