Objective requirements

Continuing to innovate development thinking is not a subjective choice but an urgent requirement, stemming from objective factors at home and abroad . The fourth industrial revolution is taking place strongly, strategic competition between major countries, trade protectionism, climate change, energy crisis and non-traditional security... pose great challenges to countries, especially developing countries. In addition, to achieve the goal of becoming a high-income developed country by 2045, it requires a change in thinking from extensive growth to intensive growth, from administrative management thinking to development creation thinking.

Therefore, I really appreciate the basic content on the issue of "Continuing to innovate development thinking" expressed in the Draft Documents of the 14th National Party Congress.

To innovate development thinking, we must first innovate the perception of the force and goals of development. Currently, the thinking of socio -economic development in our country is mainly based on resource exploitation, cheap labor with large public investment. Entering a new era requires to innovate development thinking, based on breakthroughs in science and technology development, innovation and national digital transformation.

Expanding and deepening the thinking of integration and sustainable development, the integration expressed in the draft document is no longer "selective integration" but "proactive integration", actively participating in the global value chain; building a position in strategic areas such as high technology, logistics, clean energy... Sustainable development is no longer a general concept but has very specific and profound connotations. It is green development, circular economic development, balanced development between growth, environment and social security...

Shifting strongly to modern development management, considering institutional innovation as a breakthrough, the draft document emphasizes the role of creation, development, and macro-regulation, instead of direct intervention of the state. At the same time, it affirms the need for strong institutional and policy reform, eliminating all barriers, promoting transparent and effective competition. The draft also affirms that high-quality human resources are the core factor for competition and development in the new era, while building a harmonious development mindset, leaving no one behind.

Creative, proactive, adaptive thinking

To make "continuing to innovate development thinking" in the new era a complete theoretical issue, demonstrating the vision, intelligence and guiding torch of the Party, I would like to contribute some opinions:

Firstly , the issue of "continuing to innovate development thinking" needs to be expressed as a major viewpoint in the draft document. Because this is a major theoretical issue, it has the meaning of guiding the entire content of the draft political report. Accordingly, it is proposed to add after section II of the political report, taking the "viewpoint" in section II to section III: "Viewpoint on continuing to innovate the country's development thinking in the new period".

In section III, the following issues are proposed to be clarified:

- Clarify the connotation of the concept of "continuing to innovate development thinking in the new era". Currently, many people still have a general understanding and have not yet seen the full theoretical and practical value of the issue.

- Generalize the content of the issue of "continuing to innovate development thinking" in the new era, such as: innovating from "management and command" thinking to "creation and service" thinking, from "subsidy and giving" thinking to "autonomy and self-reliance" thinking, from "centralization" thinking to "decentralization and decentralization to localities" thinking, from purely economic development thinking to sustainable and inclusive development thinking...

More clearly define the development mindset in the new era as constructive, proactive, adaptive and creative mindset to replace the authoritarian, dependent and passive administrative mindset.

Second , supplement and clarify the issue of "continuing to innovate development thinking" in a number of sections of the following Draft Political Report:

+ Regarding section III - Continuing to build and synchronously perfect institutions for rapid and sustainable national development: The new draft emphasizes orientations for perfecting institutions in areas that have not yet mentioned new institutional building mindsets such as "development creation mindset", taking businesses and people as the center. Some orientations for perfecting institutions in new areas also need to be emphasized in this section III such as: establishing a legal corridor to promote innovation, controlling risks such as digital economy, digital society, artificial intelligence, big data, perfecting green financial institutions, circular economy; continuing to perfect institutions to control power in the Party and State.

+ Regarding section V - Strongly and comprehensively developing Vietnamese culture and people: It is necessary to supplement the content of renewing the mindset of considering culture as a development resource, a pillar in the sustainable development strategy, concretizing the mindset of investing in culture as investing in development. Renewing the mindset of human development in the context of artificial intelligence, digital economy, digital transformation of a globalized society. It is necessary to supplement and emphasize culture in the Party and in the State apparatus, which must become a consistent content in Party building, public ethics and political culture.

+ Regarding section VI - Building a modern national education system on par with the region and the world: It is necessary to supplement the content of comprehensive innovation in teaching content and methods by applying digital technology. Innovate training programs to suit the needs of the global integration period. Modern teaching methods, improve the quality of teachers and educational managers. Build research centers and laboratories that meet international standards. Have policies to promote comprehensive and equitable access to education.

+ Regarding Section XIII - Continuing to promote the building and perfecting of the Socialist Republic of Vietnam's rule of law state: It is necessary to strongly affirm and supplement the viewpoint: continuing to build and perfect the Socialist Republic of Vietnam's rule of law state in the direction of creating development, integrity, action, serving the people and promoting innovation. Adding more orientations: promoting digital transformation in State governance, building a transparent public administration, using technology to ensure publicity, transparency and accessibility.

+ Regarding Section XII - Strongly promoting the role of the people as the subject, promoting the people's mastery, strengthening the great national solidarity bloc: Propose to supplement the viewpoint that the people are not only participants but also subjects who, together with the State, co-create institutions, policies, and laws, accompany the Party and the State in controlling power, sharing benefits and sharing responsibilities. Emphasize the application of digital technology so that people can directly and regularly participate in the decision-making, criticism and supervision process. It is necessary to build a legal mechanism for people, the Fatherland Front and people's social organizations to substantially perform the functions of supervision and criticism. Expand the connotation of the concept of great solidarity not only about ethnicity, religion, region, domestic and foreign but also about gender, generation, new class, businessmen, intellectuals, and the disadvantaged.
