Environmental protection in parallel with socio- economic development

Highly appreciating the theme of the 14th Congress: " Under the glorious flag of the Party, join hands and be determined to successfully achieve the country's development goals by 2030; be self-reliant, confident, and move forward in the era of national growth, for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steadily move towards socialism ", National Assembly Deputy Pham Van Hoa ( Dong Thap ) stated that the theme of the Congress is very concise and succinct, clearly affirming the viewpoint of "steadily moving towards socialism".

The delegate also emphasized the new point of integrating the content of three documents including the Political Report, the Socio-Economic Report, and the Party Building Summary Report into a Political Report along a consistent, unified, and synchronous axis to be presented to the 14th National Party Congress.

Notably, “for the first time, the Political Report added the issue of environmental protection in parallel with socio-economic development, considering it a central task. Previously, the issue of environmental protection was part of socio-economic development. This means that we do not accept short-term benefits at the expense of national and ethnic interests,” emphasized delegate Pham Van Hoa.

The delegate said that the highlight of the Political Report is to put foreign affairs and international integration together with national defense and security as an important and regular task.

Clear tasks and solutions to build a happy life for the people

Paying attention to the happiness index, National Assembly member Nguyen Thi Mai Hoa (Dong Thap) said that the goal of our Party since its inception has been national independence and people's happiness. In the Party's guidelines and policies in many documents, people's happiness is also a constant issue. President Ho Chi Minh once said: "If the country is independent but the people do not enjoy happiness and freedom, then independence is meaningless."

Notably, delegate Nguyen Thi Mai Hoa pointed out that our country's happiness index has achieved many outstanding results in recent times. If calculated in the period 2020 - 2025, we have increased 37 places and increased sharply in recent years in terms of happiness index. Compared to countries in the region, Vietnam ranked 2nd in terms of happiness index, just behind Singapore. Meanwhile, Japan ranked 55th, South Korea ranked 58th and China ranked 68th.

According to the delegate, if the people's happiness index is determined to be the country's happiness index, we need to continue to pay more attention and invest more. The happiness index is not based on criteria related to income level, human happiness sometimes comes from very small actions and behaviors, or when individuals are happy, the family is happy, the school is happy, each agency and organization is also happy. Thus, the happiness index can be measured from different environments, from individuals to groups and communities.

“Every new year, we wish each other a healthy and happy year.” Therefore, the delegate believes that if the happiness index is included in the Political Report, we will strive even harder, thereby setting goals and directions for the country, for each family, and each citizen.

The delegate emphasized that the Political Report mentioned the happiness index and set out the viewpoint for the next term as: "Promoting rapid and sustainable development of the country, improving the lives and happiness of the people". The development goals also stated: "For a peaceful, independent, democratic, prosperous, civilized and happy Vietnam". However, the goals, targets, task groups and solutions are still general, and the criteria for determining the level of happiness and the happiness index of people, communities and families are not clear.

From the above analysis, delegate Nguyen Thi Mai Hoa suggested that the Document Editorial Team should pay attention to, identify, and supplement the criteria and indexes on happiness in the Documents of the 14th National Congress of the Party. Further clarify the tasks and solutions to build a happy life for the people. Accordingly, we should focus on providing specific indicators on the level of satisfaction, satisfaction with oneself, one's family, and the community: village, commune, hamlet, neighborhood, agency, etc. When the indicators show that people are satisfied with the relationships around them, we will have a happy country.

The delegate believes that, in addition to individual happiness, we must also focus on building happy families. In fact, income can increase, the means to serve people's lives are increasingly complete and essential, but if the relationships between people in each family, the relationships between people in each community, each village are not satisfied, then happiness is not certain.

Or for a happy school, we need to pay attention to the story of school violence, the culture of behavior between teachers and students, parents and teachers... We need to pay attention to how to build a safe and happy environment.

"Happiness in the working environment is also a concern. If each agency, business, or organization can determine the target of a happy working environment, it will be a great motivation for everyone to be more united, love each other more, and contribute more," said delegate Nguyen Thi Mai Hoa.
