National Assembly delegates propose continuing to innovate thinking in law-making, promoting sustainable development

On the afternoon of November 4, after thoroughly grasping the orientation speech of General Secretary To Lam, the National Assembly deployed group discussions on the Draft Documents to be submitted to the 14th National Party Congress.

Delegates highly appreciated the draft Document for its many innovations in both content and form, especially for the first time the implementation action program is a part of the Document.

Mr. Le Minh Nam, National Assembly Delegate of Can Tho City said: "In the document, the State is also established as the center of the development process, not only managing but also proactively orienting intervention, leading, regulating, and orienting socio -economic development. The short and concise document has ensured intelligence, demonstrated completeness and comprehensiveness, clearly indicating the vision, strategic goals and core solutions to achieve that goal."

Some delegates emphasized that institutional improvement is one of the outstanding results of the past term, suggesting that the draft document needs to continue to innovate the thinking of law-making to meet the requirements of rapid and sustainable development in the coming time.

Prime Minister Pham Minh Chinh emphasized: "Law is both a driving force and a resource, a competitive force of the economy. We must change the state of law-making not only focusing on management, management is very necessary but management must still be able to develop. The thinking of law-making must change, the approach must change. Methodological thinking must come from practice, originate from practice, stick to practice, respect practice and take practice as a measure, not thinking that if it cannot be managed, then build a prohibition mechanism."

Ms. To Ai Vang, National Assembly Delegate of Can Tho City, said: "We must continue to thoroughly grasp the spirit of resolutely abandoning the mindset of 'if you can't manage it, then ban it', and instead, we must change the mindset from management to the mindset of promoting development, respecting the freedom of creativity of people and businesses. The work of building laws needs to come from the practical needs of life, solving the pressing problems that are arising."

At the discussion session, many delegates appreciated the efforts of the entire political system to ensure the smooth operation of the two-level local government in recent times, while also pointing out a number of shortcomings and making recommendations for improvement.

Regarding the role of the Fatherland Front and political organizations, some delegates said that the relationship has been very good and has an important role in political stability. However, it is necessary to clarify and specify the contents related to the motto "People know, people discuss, people do, people check, people supervise, people benefit". Some delegates also suggested that the document should clarify and deepen the breakthrough points, not just stopping at the motto but going into the operating mechanism.

Discussing in the Group, General Secretary To Lam clarified many issues of concern to delegates and made clear a number of new development policies and viewpoints in the coming period.

General Secretary To Lam emphasized: "The comprehensive development of the country must have close coordination with high requirements. For the whole country to develop in these areas, the model must be formed in what way, in what fields, the Central Committee must have specific instructions on this and this has been affirmed in the resolution and documents of the Congress."

At the discussion session, delegates also proposed many solutions to accelerate the transformation of the growth model, taking science, technology and innovation as important driving forces for the country to develop rapidly and sustainably in the coming time.
