This is the opinion of Permanent Deputy Prime Minister Nguyen Hoa Binh at the discussion session of Group 8 (including the National Assembly Delegation of Bac Ninh and Ca Mau provinces) on the draft document to be submitted to the 14th National Congress of the Party, this afternoon, November 4.

Creating legal infrastructure for development...
Speaking at the discussion at Group 8, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that after 13 Congresses and following the traditional organization, the documents submitted to the Congress include 3 main reports, separate from each other: Party building summary report; Socio-economic report and Political report. This time, the Central Committee decided to integrate the 3 reports into one.

At the same time, under the direction of General Secretary To Lam, the Congress documents must be at a macro level, have a strategic vision, be concise, easy to understand, and have high action and orientation. Therefore, from more than 200 pages, the report was shortened to about 50 pages.
"Integrating the above reports is an innovation. At the same time, the political report is accompanied by an action program, and the action program's actionability is very clear and very high...", the Permanent Deputy Prime Minister affirmed.
Also according to Permanent Deputy Prime Minister Nguyen Hoa Binh, compared to previous terms, after the Congress, we have to build an action program, an action plan to put the Congress resolution into practice, which usually takes about a year. But now there is an action program to present to the Congress, this is a difference; localities must also follow this method.
"Looking at the draft and content of the Central Committee's action program this time, we can imagine what the country will look like in 5 years. What kind of highways, infrastructure, key projects, and digital infrastructure will be like...", said Permanent Deputy Prime Minister Nguyen Hoa Binh.
In particular, according to Permanent Deputy Prime Minister Nguyen Hoa Binh, the draft document of this Congress is different from the documents of previous Congresses in that it is a very concise general report but the action program clearly states the tasks, who must do what, when it must be completed and what the specific work is.

"The requirement is that each working position, each Party Committee, each locality must have such a vision and strategic mindset" - Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized.
This afternoon (November 4), General Secretary To Lam delivered an important speech at the National Assembly, entrusting and assigning tasks, and this is also entrusting trust to the National Assembly deputies, which is closely linked to the responsibility of the deputies. Emphasizing this, Permanent Deputy Prime Minister Nguyen Hoa Binh said that with the issues and policies raised, the responsibility of the National Assembly deputies is to turn them into laws, into legal infrastructure to realize them.

Commenting on the draft document, delegate Dinh Ngoc Minh (Ca Mau) said that the document needs to specify more socio-economic indicators, notably the unemployment rate indicator, to accurately reflect the health of the economy and serve as a basis for planning appropriate labor, social security, and vocational training policies.

At the same time, delegates suggested that the document should emphasize the role of the Vietnamese business community, considering them as a pioneering force, contributing greatly to GDP growth, job creation and innovation. Along with that, there must be mechanisms and policies to support private enterprises to grow, forming a team of business people who are "both dedicated, have vision, and have the courage to integrate internationally"...

National Assembly Deputy Tran Van Tuan said that when assessing the economic picture, if we only express “the economy has positive changes”, it would be quite modest compared to the results that Vietnam has achieved. Therefore, regarding economic growth, the delegate suggested to edit and supplement to: The economy has strong development steps. However, economic growth is not really sustainable.
Regarding the average life expectancy of Vietnamese people, delegates suggested that there should be a comparison with 2020 and with developing countries to see how people's health has improved. At the same time, it is necessary to emphasize the limitations and shortcomings that the average life expectancy has increased but the number of healthy years is not high, especially in the last years of life.
There needs to be a mechanism to encourage economic sectors to participate in developing cultural industries.
Commenting on the draft document, on page 32, section 8 on sustainable social management and ensuring progress, social justice, and caring for people's lives, Minister of Health Dao Hong Lan expressed concerns that Resolution No. 72-NQ/TW expressed a progressive and social justice viewpoint associated with a roadmap for caring for people's lives; expressing very specific content, that is: implementing a policy of exempting hospital fees for all people. However, in the draft document on page 32 of the Political Report, it is stated that "basically exempting hospital fees for all people". Therefore, Minister Dao Hong Lan proposed to adjust it in accordance with the spirit of Resolution No. 72-NQ/TW, that is: "By 2030, people will be exempted from hospital fees at a basic level within the scope of health insurance benefits according to the roadmap".

"Such adjustments will facilitate the implementation process, without any "mismatch" between Resolution No. 72-NQ/TW and the draft document submitted to the 14th National Party Congress," Minister Dao Hong Lan commented.
From the perspective of a person working in ethnic affairs, delegate Tran Thi Hoa Ry (Ca Mau) suggested that the draft document should more clearly demonstrate the Party's consistent viewpoint and policy in developing ethnic minority and mountainous areas, considering this a strategic political task, both urgent and long-term. At the same time, it is necessary to clarify the role of national solidarity associated with promoting socialist democracy, ensuring human rights, civil rights, and equality among ethnic groups...

Concerned about the cultural field, delegate Tran Thi Thu Dong (Ca Mau) suggested that the draft document pay attention to developing “visual culture” in the digital space, considering this a factor shaping the aesthetic thinking, lifestyle and cultural identity of the young generation. At the same time, it is necessary to innovate institutions, investment policies and mechanisms to encourage economic sectors to participate in the development of cultural and artistic industries, associated with the national digital transformation process.


Meanwhile, delegate Nguyen Huy Thai (Ca Mau) suggested that it is necessary to clarify the orientations on human resource development, especially the staff in the political system. At the same time, it is necessary to strengthen the training of high-quality human resources associated with the requirements of digital transformation, industrialization and modernization of the country, meeting the goal of rapid and sustainable development in the coming period....
