Bac Ninh demarcates ethnic minority and mountainous areas for the period 2026

The plan aims to identify a list of villages and communes in ethnic minority and mountainous areas; classify communes and villages according to development level based on criteria specified in Decree 272/2025/ND-CP, as a basis for implementing ethnic policies in the new period.

The implementation is carried out in 99 communes and wards of Bac Ninh province, with the participation of relevant agencies and units. The implementation principle ensures objectivity, publicity, transparency, based on official data and assessed by competent authorities; re-demarcation is only carried out when there is a change in administrative boundaries.

The time for collecting review data is determined on December 31, 2024. Villages and communes will be classified according to the level of development with 3 regions: Region I (developing communes): Meet less than 3 criteria. Region II (difficult communes): Meet from 3 to 5 criteria. Region III (particularly difficult communes): Meet 6 criteria or more, or have 3 criteria or more and more than 50% of the villages are particularly difficult.

The implementation process is carried out at two levels: The commune level conducts review, identification and reports to the provincial level before December 3, 2025. The provincial level establishes an Appraisal Council, completes appraisal and approves the results before December 20, 2025, and reports to the Ministry of Ethnic Minorities and Religions before December 25, 2025.

The Department of Ethnic Minorities and Religions is the standing agency, presiding over and advising the Provincial People's Committee on implementation; organizing appraisal, guidance, inspection, synthesizing results and completing the dossier to send to the Ministry of Ethnic Minorities and Religions.

Relevant departments and branches such as Agriculture and Environment, Education, Health, Culture, Industry and Trade, Construction, Science and Technology, Statistics coordinate to provide data, documents, and participate in assessing the current situation. The Department of Finance ensures funding for implementation.

The People's Committees of communes and wards organize the review and determination of areas according to the criteria; take responsibility for the accuracy of the data and promptly report difficulties and problems to the Department of Ethnic Minorities and Religions.

The plan was issued to seriously implement the Government's Decree, ensuring the accurate, objective and transparent demarcation of ethnic minority and mountainous areas, contributing to the effective implementation of socio-economic development policies for ethnic minority and mountainous areas of Bac Ninh province in the period of 2026 - 2030.
