
Attending the meeting were members of the Appraisal Council; representatives of the People's Committees of wards/communes: Doan Ket, Tan Phong, Ta Leng, Binh Lu, Khun Ha, Muong Khoa, Tan Uyen, Pac Ta, Muong Than; investors, design consultants and consultants preparing environmental impact assessment reports of the Project; field monitoring specialists of the Provincial People's Committee Office.
According to the report of the Project consultant unit at the meeting, the 220 kV Phong Tho - Than Uyen transmission line is built in 2 circuits, about 88.91 km long with 184 pole positions, the starting point connects to the 220 kV Phong Tho transformer station and the ending point connects to the 220 kV Than Uyen transformer station. The transmission line passes through 5 districts/cities of Phong Tho, Tam Duong, Tan Uyen, Than Uyen and Lai Chau city (now 9 communes/wards: Doan Ket, Tan Phong, Ta Leng, Binh Lu, Khun Ha, Muong Khoa, Tan Uyen, Pac Ta, Muong Than) in Lai Chau province. The area of land and forest land that needs to change its purpose of use to implement the project is about 20.33 hectares.

The objective of the Project is to optimally release hydropower capacity in Lai Chau province to the national power system; strengthen grid connection, reduce power loss, improve stability and reliability of power supply to the distribution grid in the area; seek profits for investors, create jobs for workers; contribute to increasing state budget revenue, promote local socio -economic development.

Discussing at the meeting, delegates said that the Project is consistent with the Adjustment of the National Power Development Plan for the period 2021-2025, with a vision to 2050 and the Lai Chau Provincial Plan for the period 2021-2030, with a vision to 2050; the basic report fully covers the contents of identification, technology determination, and construction items. At the same time, it is recommended that the investor and the project's consulting units supplement the location of each route section, data on electricity and water demand during the construction phase, data on geographical conditions, soil, and geology of the project implementation area, etc.
Concluding the meeting, Mr. Ngo Xuan Hung - Deputy Director of the Department of Agriculture and Environment, Vice Chairman of the Appraisal Council highly appreciated the opinions expressed at the meeting. He requested the Project investor; the design consultant and the consultant preparing the environmental impact assessment report of the Project to absorb the opinions of the delegates participating in the meeting and review, edit and complete the environmental impact assessment report of the Project as soon as possible, ensuring appropriate solutions to overcome environmental impacts according to regulations.

At the same time, during the implementation of the Project, the investor must comply with the provisions of law on labor safety, operational safety, residential safety, construction safety, fire and explosion prevention... Implement the Project in accordance with the content and progress specified in the Investment Policy Decision, relevant legal provisions and the content of the investor's commitment to implement the Project.
At the end of the meeting, the members of the Appraisal Council voted unanimously to approve the Phong Tho - Than Uyen 220 kV Transmission Line Project with the condition that it must be revised and supplemented according to the comments of the Appraisal Council members.
