On November 5, provincial leaders and sectors and localities in Khanh Hoa province urgently and resolutely directed and deployed responses to storm No. 13. In every neighborhood, hamlet, from mountainous to coastal areas in the province, people were busy proactively preventing and fighting the storm to minimize damage caused by the storm.

Mr. Pham Truc Viet - Chairman of Dai Lanh Commune People's Committee said that on the morning of November 5, 2 working groups of the commune moved to the aquaculture area in Van Phong Bay, where there are more than 3,000 aquaculture cages, with thousands of workers on the rafts. At noon on November 5, most fishermen had grasped the situation, forecasted natural disasters and had plans to prevent and combat them. Commune officials closely coordinated with the border guards to directly go to the rafts to propagate, guide and support people to move to shore. "At noon on November 5, most aquaculture households gathered to arrange and tie down their cages. The households committed to leaving the rafts on the morning of November 6 to avoid the storm" - Mr. Ngo Quang Dai, an official directly propagating and supporting people on the rafts in Dai Lanh Commune said.

In Van Ninh commune, Mr. Nguyen Thanh Son - Chairman of the Commune People's Committee said that some households in the area go to work in the fields in Hoc Chim area. This area has to go through the spillway. To ensure safety, the commune has asked people to move to the commune's cultural house; organized checkpoints and closed the road in the spillway on November 6. The commune has also completed the preparation of forces, vehicles, and necessities for storm prevention and control work.

At the Ninh Hai Storm Shelter (Dong Ninh Hoa Ward), hundreds of boats have been neatly arranged, fishermen have gathered to tie up to ensure the safety of their vehicles. Mr. Le Minh Tam - Chairman of the People's Committee of Dong Ninh Hoa Ward said that in the past 2 days, together with the people, the ward's forces have urgently deployed response work, especially at vulnerable points with the risk of strong waves hitting seawalls, the risk of roofs being blown off when a strong storm makes landfall. By noon on November 5, the Ninh Hai Storm Shelter had received more than 300 fishing boats to take shelter from the storm. The arrangement and tying of boats as well as ensuring safety and security at the anchorage area have been deployed by the authorities.

At Ha Lien Residential Group (Hoa Thang Ward), in front of the village's large communal house yard, dozens of people are urgently scooping sand into bags and transporting them to the roof to prevent storms. Ms. Bui Phuoc Diem Lam, who is carrying each sandbag, said: "In recent days, thanks to the local government's propaganda, almost every house has been reinforced and reinforced." According to reports from localities, storm response work is focusing on ensuring the safety of people working at sea, along the coast, and in areas at risk of flooding and landslides. By noon on November 5, localities had basically completed the mobilization of people living and working at sea to move ashore, and coastal people had tied down their houses and structures and trimmed trees.

Inspecting and reviewing the proactive response to storm No. 13 in the communes and wards of Dai Lanh, Bac Ninh Hoa, Dong Ninh Hoa, Hoa Thang on the morning of November 5, comrade Nguyen Khac Toan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Civil Defense Command acknowledged and highly appreciated the spirit and responsibility of the local authorities and people in proactively responding to storms and floods. People have proactively reinforced and tied down their houses and moved their assets to a safe place.

Along with focusing on effectively implementing the prepared response plans, Chairman of the Provincial People's Committee Nguyen Khac Toan requested departments, branches, localities and people to absolutely not be subjective in responding to the storm, especially focusing on statistics, firmly grasping the number of people and aquaculture cages in the sea areas, resolutely evacuating people operating at sea to shore on the morning of November 6; organizing guidance and support for people to tie up aquaculture cages, boats and mooring at anchorage areas, ensuring safety; having measures to help people, especially single-parent households, the elderly, and children, to tie up and reinforce their houses, and prepare plans to evacuate people to safe places.

Proactively respond to landslide risks

On the morning of November 5, giving a quick report to the provincial storm response inspection team led by Mr. Le Huyen - Vice Chairman of the Provincial People's Committee, Ms. Bo Bo Thi Yen - Chairman of the People's Committee of Dong Khanh Son commune said: "The Provincial Road 9 pass is the only route connecting the delta localities with 3 communes: Dong Khanh Son, Khanh Son, Tay Khanh Son. Heavy rains in recent days have caused many landslides on both the negative and positive slopes along the route, causing local traffic disruptions at some points. Currently, there are still some points along this route that are at risk of landslides. Therefore, the authorities need to urgently overcome them to ensure smooth traffic to serve the work of storm prevention and control".

Meanwhile, the leaders of Bac Ai Tay Commune People's Committee are concerned that along the DT.707 route through the commune, there are culverts and spillways that are often deeply flooded and cut off during heavy rains, and some points are at risk of landslides along the new positive slopes that have appeared after recent heavy rains. In some places, trees have bare roots and can easily fall onto the road and the electrical system.

In Khanh Son commune, Mr. Nguyen Ngoc Hai - Vice Chairman of the Commune People's Committee is concerned: "The To Hap River section passing through Lien Binh village is eroding, threatening the lives and production of many households. In particular, in the area, there are nearly 100 large and small ponds and lakes on high hills where people store water for agricultural production, which is very dangerous when the circulation of storm No. 13 is forecast to cause heavy to very heavy rain. The locality has requested villages to strengthen propaganda and mobilize people not to store water in ponds and lakes located on high places, areas at risk of landslides, especially near residential areas, schools, and roads; proactively lower the water level or drain ponds and lakes when detecting signs of insecurity; regularly monitor the situation of the ground, pond and lake banks and promptly report to the village or the Commune People's Committee when there are unusual developments".

Through the inspection, comrade Le Huyen requested that the southwestern mountainous localities of the province must grasp the storm's developments and the area to proactively deploy timely and effective response measures according to the "4 on-site" motto, especially in vulnerable areas at risk of landslides, flash floods, and isolation; prepare plans to evacuate people to safe places. Localities need to propagate and mobilize people not to be subjective, to immediately harvest agricultural products that are ready for harvest. For households that build ponds and reservoirs on high hills to serve agricultural production, they need to take advantage of the time to discharge water during the day and notify neighboring households to avoid the situation where these reservoirs break, causing damage when there is heavy rain...

Regarding landslides and landslide-prone areas along Provincial Road 9 and DT.707, comrade Le Huyen requested the Department of Construction, the Department of Agriculture and Environment to coordinate with the People's Committees of relevant communes to urgently take measures to review and immediately fix landslides and handle landslide-prone areas to ensure safety; review, cut, and immediately handle roadside trees that are at risk of falling onto the road, affecting traffic safety. Localities need to place warning signs and assign guards at key points, especially locations at risk of landslides and overflows...; when storms occur, absolutely do not let people pass through these areas...

Reporting to the inspection team led by Mr. Nguyen Long Bien - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Mr. Doan Van Hung - Secretary of the Lam Son Commune Party Committee, expressed his concern: "The Ngoan Muc Pass is located in Lam Son Commune, connecting Lam Son Commune with D'Ran Commune - Lam Dong Province, the terrain is mainly steep hills, weak soil, easily eroded when it rains heavily. Through actual inspection of the entire route, 26 locations have signs of landslides and high risk of landslides. In particular, at Km218+590, the positive slope is 6m high, on which there is a reservoir (volume not yet determined) made by people arbitrarily, with a very high risk of the reservoir breaking and causing a large landslide. At Km220+680, the positive slope is 15m high, weathered rock, with large cracks, with a high risk of large rocks falling onto the road surface, causing high danger to traffic participants if the rain continues.

Regarding the above issue, comrade Nguyen Long Bien requested Lam Son commune to coordinate with the Department of Construction and Phan Dinh Construction Company Limited (regular maintenance unit) to urgently conduct detailed surveys, develop plans to remove large weathered rocks and reinforce slopes, build protective embankments at 26 locations showing signs of landslides, especially 4 locations with high risk of landslides. At the same time, actively dredge drainage ditches, erect warning signs, temporary barriers; temporarily ban traffic if the weather is bad.

In addition to the above localities, on November 5, provincial leaders inspected the proactive response to storm No. 13 in many localities in the province, especially in vulnerable areas at risk of landslides, flash floods, coastal areas... at risk of being affected by big waves, strong winds, and heavy rains caused by the storm. At the inspected locations, provincial leaders thoroughly grasped the spirit of responding before, during, and after the storm resolutely, closely, and urgently, ensuring the safety of people's lives and minimizing damage caused by the storm.

On the morning of November 5, Mr. Nguyen Thanh Ha - Vice Chairman of the Provincial People's Committee inspected the work of preventing and fighting storm No. 13 in the communes of Khanh Vinh, Nam Khanh Vinh, Tay Khanh Vinh, Trung Khanh Vinh, Bac Khanh Vinh and Suoi Dau reservoir. Through the inspection, Mr. Nguyen Thanh Ha requested the localities to review the plans, make appropriate adjustments and supplements, develop response action scenarios before, during and after the storm makes landfall; proactively plan to evacuate people in vulnerable areas to safe shelters; assign forces to block, guard and keep watch in vulnerable areas, especially at spillways, absolutely do not allow people to travel when flooded. The Provincial Police and the Department of Construction are ready with warning plans and block in areas at risk of landslides along National Highway 27C through Khanh Le Pass. The unit in charge of Suoi Dau reservoir urgently repairs the camera system to monitor water levels in the water regulation area; Regularly monitor the lake water level, combine forecasting and carefully calculate rainfall to regulate appropriately, and closely coordinate with localities in informing and warning so that people can proactively prevent...

On the afternoon of November 4, inspecting the proactive storm response work at some vulnerable points, often flooded during heavy rains on April 2 Street (North Nha Trang Ward); Thanh Phat and Thanh Dat residential areas (South Nha Trang Ward) - an area with about 400 households living, at risk of landslides during prolonged heavy rains, Mr. Tran Hoa Nam - Vice Chairman of the Provincial People's Committee requested local authorities to perform well the assigned storm response tasks, especially the "4 on-site" motto; ensure accommodation and food for people when moving from vulnerable areas to safe places. In addition, promote the role of village and residential group cadres in propagating people to implement measures to prevent and combat natural disasters, promptly move out of vulnerable areas when requested by local authorities.
