Ca Na Commune is ready with forces and means to respond to storm No. 13.

Faced with the complicated developments of storm No. 13, the People's Committee of Ca Na commune urgently developed and deployed a response plan, mobilizing the entire political system to ensure the safety of people's lives and property.

Storm No. 13 is forecast to reach level 13, gusting over level 15, causing heavy rain, strong winds, high waves and high tides when entering the East Sea. Ca Na Commune has identified this as a key coastal area, so it has activated the motto "4 on-site" and "3 ready" in storm and flood prevention and control, requiring villages and units in the area to proactively review and develop specific plans for each situation.

Currently, the whole commune has 658 boats with 5,000 workers, of which 389 boats with 2,835 workers are anchored at Ca Na port, the rest are operating in other localities. The Commune Civil Defense Command has directed the Ca Na Port Border Guard Station and the Fisheries Control Station to coordinate in calling all boats to safe shelters, keeping in regular contact with the owners of the vehicles, and instructing captains not to enter dangerous areas. At the same time, 14 aquaculture households with 13 rafts and 265 cages have been asked to reinforce and evacuate people from the cage area when there are signs of bad weather.

The commune also identified key areas vulnerable to the impact, including Lac Tan 1, Lac Son 2, Thuong Diem 1 and Thuong Diem 2 villages, and prepared plans to evacuate more than 300 households with more than 900 people in low-lying areas, makeshift houses, and coastal areas to safe places such as schools, office buildings, and solid houses. Specifically, Lac Tan 1 village plans to evacuate 24 households/66 people; Lac Tan 2 has 30 households/120 people; Lac Tan 3 has 55 households; Thuong Diem 1 has 46 households; Thuong Diem 2 has 45 households; Lac Son 1 has 100 households/350 people; Lac Son 2 has 50 households/82 people.

The commune armed forces consist of 60 people, including 30 from the Commune Military Command and 30 from the police, ready to participate in rescue operations when necessary. The Border Guard, militia, and youth union coordinate to be on duty 24/7, with canoes and rescue boats ready in key areas.

For mountainous, low-lying, streamside, and hilly areas prone to landslides, the commune has asked village chiefs to check, put up warning signs, and arrange for people to be on duty to guide vehicles and people to ensure safety. Roads at risk of landslides such as Provincial Road 701 (Mui Dinh - Ca Na section) are being monitored and inspected. Regarding information work, the commune maintains a 24/7 duty regime, continuously informing about storm developments through the radio system and community information groups; has plans to ensure electricity and uninterrupted communication, and promptly handle incidents.

By the afternoon of November 5, the forces in the commune had completed the work of checking, securing houses and vehicles, and were ready to evacuate people when ordered. Mr. Dinh Van Hoa - Chairman of the People's Committee of Ca Na commune, Head of the Commune Civil Defense Command said: "The whole commune has been thoroughly imbued with the spirit of "proactiveness, urgency, absolute safety". All forces, vehicles, and facilities are mobilized to the maximum, closely coordinating between the military, police, border guards and people. We are determined not to be passive or surprised in any situation; prioritize protecting people's lives, boats and essential infrastructure, minimizing damage caused by the storm".
