
Ready forces and response plans
To cope with storm No. 13 and heavy rain, according to the report of the City's Department of Water Resources and Irrigation Management, the City People's Committee and the City Civil Defense Command issued many directive documents, requiring the hydropower reservoirs of Dak Mi 4, Song Bung 2, Song Bung 4, A Vuong, and Song Tranh 2 to proactively regulate and lower water levels to welcome floods. This is a key measure to reduce water pressure, limit the risk of sudden flood discharge when the storm makes landfall, ensuring safety for people and urban infrastructure.
To respond to storm No. 13 and heavy rain, the City Border Guard maintains 350 officers, soldiers and 52 vehicles of various types (including 8 ships, 14 boats, canoes and 30 cars) on standby to search and rescue and support people.
Colonel Phan Van Thi, Deputy Commander - Chief of Staff of the Da Nang City Border Guard, said that the unit has activated and deployed a comprehensive response plan to storm No. 13 and prolonged rain and floods.
“We strictly maintain command and duty regimes, smooth communication, and inspect disaster prevention work at the grassroots level; at the same time, we deploy forces to key areas to support people in strengthening their houses and evacuating from dangerous areas,” Colonel Phan Van Thi emphasized.
Coastal border guards have organized to count and control boats; fire storm warning flares. As of 5:00 a.m. on November 5, all fishing boats in the city, including 4,148 boats with 21,000 workers, have received notice, of which 81 boats at sea have been called to take shelter or move out of the danger zone.
In the mountainous area, the Nam Giang International Border Guard Station coordinated with the La Dee Commune authorities to propagate and support the evacuation of 16 households with 51 people from the 200m long landslide area. The Ga Ry Border Guard Station deployed 3 teams with 42 officers and soldiers to help people harvest rice, avoiding damage caused by heavy rain.
Military forces were reinforced in key localities, especially the Hoi An coastal area, which suffered serious erosion after storm No. 12. Hundreds of officers and soldiers from the Da Nang City Military Command and Military Region 5 were present at An Bang and Tan Thanh beaches, Hoi An Tay ward to reinforce and limit erosion by high tides.
In addition, the border guards, militia, and organizations deployed 22 teams with 163 officers and soldiers to help people trim trees, reinforce houses, raise assets, and clear water intakes. School systems such as Binh Minh Public Kindergarten and Tran Quoc Toan Primary School received support to reinforce their facilities.
In the Tho Quang fishing port and wharf area, Mr. Nguyen Lai, Head of the Management Board of the Da Nang Fishing Port and wharf, informed that as of 6 a.m. on November 5, there were a total of 614 ships and 160 small boats anchored safely. "The wharf creates the best conditions for fishermen not only from Da Nang but also from neighboring provinces and cities to anchor and take shelter," Mr. Lai said.
Activate response scenarios according to risk level
The Chairman of the People's Committee of Da Nang City has issued Official Dispatch No. 09/CD-UBND requesting departments, branches and localities not to be subjective, absolutely not to be negligent; closely monitor forecast bulletins, anticipate the most dangerous situations. Localities must proactively plan for people's evacuation, prepare logistics, maintain on-duty, check dams, sea dykes and infrastructure works.

Vice Chairman of the City People's Committee Tran Nam Hung said that along with deploying urgent dispatches and maintaining continuous command connections from the city to the grassroots, the Department of Agriculture and Environment coordinated with localities to develop, update and activate response scenarios according to each risk level, ensuring that they are not passive in the face of unexpected situations.
The city requires the authorities to prepare rescue vehicles, ensure smooth traffic, and proactively approach isolated areas when heavy rains occur. The city continues to closely monitor developments and is ready to deploy forces when the storm makes landfall, ensuring timely rescue, minimizing damage, and maintaining stability in people's lives and production.
With strong direction, closely following weather developments, and synchronously deploying solutions from the city to grassroots levels, the work of preventing storm No. 13 demonstrated a proactive spirit, not being passive in the face of extreme hydrometeorological developments in the context of prolonged rain and floods for many days.
Coast Guard and Fisheries Surveillance urgently respond to storm No. 13
Major General Tran Quang Tuan, Commander of Coast Guard Region 2, said that the Region has proactively reviewed and supplemented storm prevention and control plans, increased forces and equipment, and is ready to mobilize when required. Along with that, mobile teams have been established to ensure personnel and equipment, and closely coordinate with local authorities to promptly support people in responding and minimizing damage caused by storms.
At Squadron 21 (Command of Coast Guard Region 2), ships on duty at sea were ordered to maneuver to safe positions to avoid and shelter from the storm. The Squadron instructed the ships to maintain uninterrupted communication with the Squadron to promptly handle situations that arose before the storm's complicated developments. The Squadron's leaders also held an urgent meeting, thoroughly grasped the motto of "4 on-site", "3 ready", "5 proactive", regularly updated the storm's developments, deployed specific response plans and were ready to maneuver to positions to respond, rescue and salvage when ordered.
Fisheries Surveillance Team No. 3 (stationed in Nui Thanh Commune) also deployed synchronous measures to prevent and combat storm No. 13. Mr. Le Dai Nghia, Captain of Fisheries Surveillance Team No. 3, said that the fisheries surveillance ships on duty and anchored at the port have completed their response work and prepared search and rescue plans in case of an incident. The unit also arranged safe accommodation areas, ready to receive people to take shelter from the storm and coordinate with local authorities to respond to and overcome the consequences after the storm.
