Reporting at the meeting, the leader of An Phu ward said that in the first 9 months of the year, the ward's economy grew by 7.46%, ranking 47th out of 135 communes and wards and higher than the provincial average. The ward's total public investment plan for 2025 is more than 47 billion VND, allocated to 88 projects; to date, 58 projects have been implemented, disbursing nearly 22 billion VND. The ward is speeding up the progress of projects, striving to achieve a disbursement rate of 100% in 2025.
The Ward Public Administration Service Center has strengthened the handling of administrative procedures for organizations and individuals. From July 1 to October 31, 2025, the Center received 3,910 records; coordinated the handling and returned results for 3,491 records, and 419 records are being processed on the system.

In addition to the achieved results, An Phu ward also pointed out some difficulties such as: increased workload causing overload, especially in the fields of land, justice, civil status, finance - accounting; the staff after the merger is still lacking 10 targets, especially lacking specialized staff in land administration and construction. Infrastructure and facilities, especially the area of the Public Administration Service Center is still narrow; land management software, civil status still has many errors, often causing delays in processing administrative records.
The Ward recommends that the Department of Finance advise the Provincial People's Committee to consider adding land use fee revenue that has been regulated to the provincial budget to ensure funding for projects under the National Target Program on New Rural Construction in 2025. At the same time, it is recommended to adjust the planning policy, call for investment in the An Phu intersection area; consider planning the roundabout intersection and build a symbol of Tay Gia Lai , An Phu, coffee - creating a landscape highlight with budget and socialized capital.

After the merger, Hoi Phu ward maintained stability and continued to develop its socio-economy. Trade, service and handicraft production activities grew positively, contributing to promoting the local economy. The total cultivated area reached 985.8 hectares; people have started production for the 2025-2026 Winter-Spring crop. By October 31, state budget revenue (excluding land use fees) reached 42,067 billion VND, equal to 127% of the plan assigned by the province.
In 2025, the ward was assigned a development investment capital plan of more than 44.9 billion VND for 39 projects; 33 projects with a total capital of more than 31.8 billion VND have been disbursed, reaching 71% of the plan. Social security work has been implemented promptly, to the right subjects; full payment of regimes and policies. Currently, the ward still has 4 poor households and 38 near-poor households.
The Ward Public Administration Service Center publicly posted 415 administrative procedures under the authority of the Commune People's Committee (128 full procedures, 287 partial procedures). From July 1 to October 28, 2025, the Center received 10,643 records; processed and returned results for 9,706 records, reaching 91.2%; 863 records are being processed. According to statistics on the National Public Service Portal, in the third quarter of 2025, Hoi Phu Ward ranked 4th out of 135 communes and wards in the province in terms of the number of online records, with all indicators classified as excellent.
The ward recommends that the province soon issue regulations on decentralization of management of cadres and civil servants; open training courses on clerical, archival, and information technology; and assign the ward to deploy public services in the area. At the same time, it requests guidance on establishing an Urban Order Management Team to ensure construction order and urban beauty.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Huu Que highly appreciated the efforts and results that the two wards have achieved in the past time. The Vice Chairman of the Provincial People's Committee requested the staff and civil servants to uphold their sense of responsibility, continue to innovate their thinking and working methods, be proactive in performing their tasks; spend time studying documents, and focus on handling work effectively.
The Vice Chairman of the Provincial People's Committee noted that localities need to strengthen planning and land management to limit errors and problems; continue to review, adjust and eliminate inappropriate plans. At the same time, he requested localities to strengthen coordination and regular exchanges to promptly remove difficulties and effectively resolve problems arising in practice. Ward leaders need to closely follow the grassroots, grasp the situation and promptly support and resolve difficulties for the people.

He suggested that in the coming time, the Executive Committee and the Standing Committee of the Party Committees of the two wards should focus on developing and implementing work plans in a focused and key direction; continue to arrange the apparatus, assign specific tasks, clearly define people, work, responsibilities and implementation roadmap. At the same time, focus on improving professional capacity, moral qualities and sense of responsibility in performing assigned tasks.
Regarding inspection and supervision work, he requested localities to proactively grasp the situation, promptly detect and remove difficulties, and take prevention as the main focus to avoid violations. He noted that both wards have a large population of ethnic minorities, so special attention should be paid to the lives of the people; organize a review and careful assessment of the need for residential land and production land; land allocation must be in accordance with regulations, while harmonizing the interests of the people with the requirements of maintaining security, order and political security in the area.
Faced with the complicated developments of storm No. 13 (Kalmaegi), the Standing Deputy Secretary of the Provincial Party Committee requested the Party Committees of the two wards to strictly follow the instructions of the Central Government and the province on storm and flood prevention and control. Even if they are only affected, localities must absolutely not be subjective or negligent but must synchronously and drastically deploy prevention and control measures.
He emphasized the need to maintain regular duty, closely monitor weather developments; step up propaganda, raise people's awareness of storm prevention; check, prune, and handle trees at risk of breaking or falling. At the same time, assign specific tasks to Executive Committee members to closely monitor the area, assess the risk of landslides to promptly handle arising issues./.
