Coordinate with the Ministry of Industry and Trade to deploy measures to prevent, avoid and respond to storms and floods.

On the afternoon of November 5, the Department of Industry and Trade issued a document requesting the People's Committees of communes and wards, especially 12 coastal communes and wards, Dak Lak Electricity Company, Dak Lak Power Transmission Team, rural electricity management organizations, owners of dams, hydroelectric reservoirs, investors of power source projects, industrial production facilities, mineral exploitation facilities... to be vigilant and continue to proactively monitor and grasp the developments of storms and floods, and regularly update the situation of response to storm No. 13 in the locality.

People's Committees of communes, wards and units focus on leadership, direction, review plans, and be ready to immediately deploy measures to prevent, avoid and respond to storms and post-storm floods with the motto "proactively from early on, from afar", with the most determined spirit, anticipate bad scenarios, deploy prevention and response measures at the highest level, and avoid being passive or surprised in any situation.

Before the rainy season, the Department of Industry and Trade also developed a plan to reserve goods and worked with businesses to be ready to respond and prepare food sources to serve local people in all situations.

In addition, the Department of Industry and Trade also requested units to seriously implement the contents stated in Official Dispatch No. 1913/SCT-QLNL of the Department of Industry and Trade on proactively implementing measures to respond to storm No. 13 and floods in the area; organize on-duty teams to prevent and combat natural disasters according to regulations.

For the Krong Hnang, Song Hinh, and Song Ba Ha Hydropower Plants, the Department of Industry and Trade also proposed to regulate and gradually lower the reservoir water level to the flood level according to the Reservoir Operation Order No. 06/LVH-PTDS-PCTT dated November 3, 2025 of the Provincial Civil Defense Command.

Previously, to proactively respond to storms and heavy rains, floods, and landslides that may occur after storms, ensuring people's safety, the Department of Industry and Trade established a Response Team to handle situations before, during, and after storms; including posting the Team's contact information so that units can contact and coordinate in implementing measures to prevent, avoid, and respond to storms and floods as required by the Provincial People's Committee.
