Urgent response to storm number 13

Faced with the complicated developments of storm No. 13, local authorities, functional forces, businesses and people in coastal communes and wards are urgently taking advantage of the "golden time" to respond, with the goal of protecting people's lives and property, and minimizing damage when the storm makes landfall.

On the morning of November 5, leaders of Tuy Hoa ward including comrades Dao Bao Minh, member of the Provincial Party Standing Committee, Party Secretary, Chairman of the Ward People's Council; Huynh Ngoc Oanh, Standing Deputy Secretary of the Party Committee and Nguyen Cong Thanh, Chairman of the Ward People's Committee directly inspected areas at risk of landslides and flooding in the area.

The inspection team inspected key areas such as the Ward 6 fishing port embankment; the landslide section of Bach Dang embankment (Ward 1 Tran Hung Dao); Dinh Tien Hoang Secondary School; Tuy Hoa sea park area and Ba River embankment...

Chairman of Tuy Hoa Ward People's Committee Nguyen Cong Thanh said: "At the landslide sites, the ward has directed the forces to take measures to ensure safety during storm No. 13. The locality recommends that residents living nearby be ready to evacuate when there are signs of danger. For the newly emerged landslide at Dinh Tien Hoang Secondary School, the ward assigned the Department of Economics , Infrastructure and Urban Affairs to have an early support plan."

In addition to strengthening inspections and directing reinforcement of vulnerable locations, local leaders also requested forces to evacuate people and livestock from dangerous areas. Mr. Chau The Hung, Head of Vinh Phu Ward (Tuy Hoa Ward) said that the ward has mobilized 50 households living near Ba River to move to relatives' houses or temporary shelters arranged by the government until the end of storm No. 13.

In recent days, people in the eastern communes and wards of the province have taken advantage of the opportunity to shop and stock up on food, provisions and essential items. At Song Cau, Binh Kien, Xuan Loc and Tuy An Bac markets, the number of buyers has increased many times compared to normal days. Items such as instant noodles, rice, drinking water, eggs, dried fish, flashlights and candles are all sold in abundance.

Not only traditional markets, supermarkets and convenience stores also recorded a sharp increase in purchasing power. Mr. Pham Hoang Hung, Director of Co.opmart Tuy Hoa Supermarket, said that the Co.opmart system and 14 affiliated Co.opfood stores have stocked 200 tons of rice, 5,000 boxes of noodles and 3,000 boxes of bottled water. "We have a plan to regulate goods when demand suddenly increases, ensuring supply and stabilizing prices in all situations," Mr. Hung affirmed.

In parallel with stockpiling goods, many households took advantage of the opportunity to brace their houses, reinforce roofs, clear trees, and move livestock to safe places. Ms. Huynh Thi Ngoc Hoa, the market and bus station management team, said that propaganda work was carried out continuously through loudspeakers and the traders' Zalo group. "The management board specifically announced areas at risk of flooding such as tents A and B, where about 60 businesses are located. People quickly moved their goods to higher ground, collected tarps, removed umbrellas, and checked the electrical system to ensure safety," Ms. Hoa said.

People in Xuan Dai ward rushed to harvest lobsters before storm No. 13 made landfall.

According to Mr. Tran Van Hung, Deputy Director of Petrolimex Phu Yen Branch, the unit currently manages 37 petrol stations with a capacity of more than 2,650 m³, always maintaining a reserve level of over 70% during the rainy season. "We proactively source supplies from Qui Nhon, Van Phong, Vinh Nguyen warehouses; equip backup generators to ensure continuous operation during power outages," said Mr. Hung.

The Department of Industry and Trade also requested localities to review areas that are easily isolated, stock up on essential goods and ensure electricity and water supply for people. Ms. Nguyen Thi Thu An, Director of the Department of Industry and Trade, said: "We have requested hydroelectric and irrigation reservoirs to operate according to the correct procedures, and at the same time directed the Market Management Department to strengthen inspections and prevent speculation, hoarding and unreasonable price increases."

Deputy Head of the Provincial Market Management Department Nguyen Thai Vinh said that the market management teams have been mobilized to continuously control and strictly handle all violations in commercial activities, especially for essential goods serving people's lives.
