
According to the National Center for Hydro-Meteorological Forecasting, storm No. 13 (international name KALMAEGI) is moving very fast, heading directly towards the mainland of Gia Lai province, with very strong gusts of wind. From noon on November 6, the storm circulation began to cause strong winds, big waves, and heavy rain in coastal areas; the storm is forecast to make landfall directly from the evening of November 6, causing waves 7-9m high, high tides, and rising sea levels along the entire Quy Nhon - Phu Cat - Hoai Nhon route. These areas are warned to be most severely affected, with storm winds of level 12-14, high tides, and big waves that risk destroying coastal houses and fishery cages, seriously threatening people's lives if they are not evacuated promptly and thoroughly.
On land, the storm circulation will cause very heavy rain (200-400 mm, in some places >600 mm), risk of deep flooding, isolation in low-lying areas, rivers and streams; landslides, flash floods on mountain slopes, positive slopes, especially in Hoai An, Vinh Thanh, An Khe, Mang Yang, Kbang, Kong Chro. Some key traffic routes such as: An Khe pass, Mang Yang pass, To Na pass... are likely to be landslides, causing prolonged congestion.
If emergency measures such as evacuating people, bracing structures, controlling boats, and arranging on-site rescue forces are not immediately implemented, the consequences will be extremely serious and very difficult to overcome.

In response to the developments of storm No. 13, the Chairman of the Gia Lai Provincial People's Committee requested local authorities to immediately establish working groups to go to each village and neighborhood. Review and enforce the evacuation of 100% of households, especially in coastal areas, river mouths, high tides, big waves, and weak temporary houses; absolutely do not let people stay on boats or rafts. Absolutely do not let people go hungry or lack shelter, and do not let people return home when it is not safe.
For boats and rafts, resolutely do not leave people behind when the storm makes landfall; continue to check, count, and grasp the positions of all boats and vehicles operating at sea, and guide boats and vehicles still operating at sea to move so as not to enter, escape from dangerous areas, or return to safe shelters.
The Chairman of the Gia Lai Provincial People's Committee also requested localities and units to increase information and propaganda through the grassroots information system and mobile loudspeakers at least once an hour, to each residential area, boarding house, fishing port, and people to know and organize implementation. Mobilize people to proactively protect property, brace houses, and raise objects.
At the same time, stop all construction activities; require investors and contractors to complete the reinforcement, lowering of tower cranes, scaffolding and high, unsafe structures at construction sites, leveling and opening drainage channels, ensuring flood drainage; notify businesses to take measures to brace factories, protect production and wind and solar power projects.
Along with that, the armed forces: Police, Army are required to mobilize forces to key communes and wards; prepare special rescue vehicles at key locations; be ready to support heavily damaged areas. Deploy forces to direct traffic, block national highways, provincial roads and dangerous areas; prepare fire prevention and fighting plans, pay attention to boat mooring areas and evacuation sites.
Request the Department of Agriculture and Environment to direct the lowering of reservoir water levels and the regulation of inter-reservoirs to receive floods, especially the An Khe - Ka Nak Hydropower Reservoir.
Localities in the West of the province, especially An Khe Town, Mang Yang, Kbang: do not be subjective; prepare plans to deal with strong winds of level 8-9 when the storm moves deep inland; urgently evacuate people in areas at risk of storm winds, hillsides, streams, and slopes at risk of landslides.
Units and localities strictly maintain 24/7 on-duty regime to promptly respond and handle situations that arise.
