With careful preparation, scientific methods, suitable to the actual conditions of each locality and high consensus from the grassroots, Quang Ninh has pioneered in streamlining the network of schools and classes, improving management efficiency, and fundamentally and comprehensively innovating, aiming to build a modern and sustainable education system. The rearrangement of educational institutions was prepared by Quang Ninh province from April 2025 and carried out from mid-October 2025 on the basis of collecting opinions from the people, teachers, and relevant parties and received high consensus.

It is noteworthy that the reorganization was implemented simultaneously, in the direction of reducing 50% of the number of facilities under the commune and ward levels, but did not change the scale of education or affect students' learning. Teaching and learning activities still took place normally at the current school, without changing teachers, classes or timetables.
Mr. Dinh Ngoc Son, Deputy Director of the Department of Education and Training of Quang Ninh, said that the merger was carried out according to the principle of equal levels - preschool merged with preschool, general education merged with general education, continuing education merged with continuing education - to ensure stability and not disrupt the activities of schools and students. Each commune and ward still maintains at least one school for each level of preschool, primary school and secondary school; sparsely populated areas with difficult terrain are given priority for the inter-level model of primary school - secondary school.
After completing the arrangement of the two-level local government model, in the 54 communes and wards of Quang Ninh, there are currently 522 public kindergartens, primary schools, and secondary schools. However, due to regional characteristics, the number of educational facilities is unevenly distributed, and some units are small in scale and have not reached the optimal level.
Specifically, 12 units have less than 30 preschool groups/classes, 11 units have no more than 40 primary school classes, and 33 units have no more than 45 secondary school classes - leading to high management and operating costs, making it difficult to effectively promote resources.
Streamlining the school network therefore not only helps reduce management units and improve operational efficiency, but also opens up opportunities to restructure educational resources, aiming at the goal of sustainable development and international integration - in line with the spirit of "going one step ahead" of Quang Ninh in reforming the education system.
