Currently, Gia Lai province has 13 communes and wards in the dangerous area with winds from level 11 - 13 and gusts of level 15 - 16, the remaining areas have very strong winds, especially in An Khe ward (Gia Lai), the wind can also gust to level 12. For Quang Ngai province, there are 7 communes and wards that are very dangerous with winds from level 10 - 12 and gusts of level 14 - 15. Tuy Hoa also has a number of coastal communes and wards in the dangerous area. According to Deputy Minister Nguyen Hoang Hiep, when this wind force reaches the mainland, level 4 houses will be damaged, have their roofs blown off, and pose a danger to people.

Therefore, the Deputy Minister requested that these communes and wards absolutely prohibit people from going out after 6:00 p.m. tonight.
Deputy Minister Nguyen Hoang Hiep added that the storm is identified as a multi-disaster, combining strong winds, heavy rains and strong winds. The most dangerous time is determined to be from 8 pm on the 6th (today) to 8 am on the 7th (tomorrow) and the storm center is forecast to be on the border between Gia Lai (new) and South Quang Ngai (Quy Nhon).
“From 8pm to 3am on November 7, there will be heavy rain, high tides, waves of 6-8m high in coastal communes, and sea levels will rise by 1.5m, so these localities need to pay attention to flooding; at the same time, re-determine the level and adjust the storm prevention plan,” said Deputy Minister Nguyen Hoang Hiep.
Representatives of the Ministry of National Defense and the Ministry of Public Security also affirmed that during storms and floods, the people must be the main ones and must always follow the spirit of 5 self (self-reliance, self-strengthening, self-care, self-preparation and self-safety), the military and police forces are the core in supporting and helping the people. During storms and floods, all forces must not leave their assigned positions unless ordered by superiors to ensure safety and initiative in all situations. The military forces will try to ensure the communication system throughout the flood period.

Immediately after localities quickly reported the situation and response plans for storm 13, Deputy Prime Minister Tran Hong Ha said that the situation of storm 13 is extremely complicated, the affected area is wide (100km) and very large. Therefore, the meteorological agency continues to monitor and collect data to make an assessment when the storm makes landfall; from there, determine the danger level. The meteorological agency must forecast the time of storm landfall, the time of rain, wind, high tide and which localities will be affected. This is information for local leaders to make decisions on handling.
According to Deputy Prime Minister Tran Hong Ha, localities should determine the time and divide it into 3 phases: For the prevention phase, localities must complete it no later than 1 p.m.; the storm reception phase is from 6 p.m. on November 6 to 8 a.m. on November 7. 6 p.m. tonight is determined to be a dangerous time, dangerous areas must be "under martial law" so that people and shock troops comply with regulations. In the phase after the storm passes, localities must handle it and have appropriate plans.

The Deputy Prime Minister also welcomed localities that had regulated reservoirs to release floodwaters before the storm arrived; at the same time, he requested local leaders to calculate the time to decide to cut floods, regulate flood discharge at reservoirs in a reasonable manner and must determine that flood prevention is the top priority.
At the meeting, Deputy Prime Minister Tran Hong Ha requested localities to strengthen and allocate forces, means and equipment to vulnerable areas, be ready for rescue work, paying special attention to areas that are easily isolated. The top priority is solutions to ensure people's safety before strong storms. The Deputy Prime Minister acknowledged the highest level of storm response preparations by local people and authorities. At the same time, he requested to ensure that absolutely no one stays on boats and aquaculture areas when the storm hits; units of the Military Region and Army Corps must strictly maintain duty, be ready for rescue forces and means, closely coordinate with localities in evacuating people, strengthening houses, protecting barracks and warehouses.

Right before the meeting, Deputy Prime Minister Tran Hong Ha and leaders of Gia Lai province directly inspected the storm shelter anchorage area in Quy Nhon ward.
According to the report, as of this morning, more than 61,400 vessels at sea have been called and guided, and no vessels are currently in the danger zone. The anchoring of vessels has been basically completed. 6 provinces and cities from Da Nang to Lam Dong have issued a sea ban. The evacuation of people in dangerous areas has also been urgently implemented by localities, including the evacuation scenario of 3 provinces Quang Ngai, Gia Lai, Khanh Hoa with more than 126,000 households. Food, provisions, and medicine have been prepared sufficiently for the people to evacuate.
