Quang Ninh Province and the historic 'handshake' with FPT Corporation to accelerate digital transformation

Quang Ninh and FPT have worked together for more than a decade in the field of e-government and recently the two sides agreed to sign a strategic cooperation agreement to promote strategic cooperation in digital transformation.

From July 1, 2025, Quang Ninh province officially operates a two-level local government model and a one-level Public Administration Service Center.

FPT is the key unit implementing three basic technology systems: Digital station integrated with electronic identity wallet; Online reception and queuing system; New generation administrative procedure settlement information system with the ability to receive-resolve-return results without administrative boundaries and process electronic records throughout the process.

Notably, on July 10, 2025, Quang Ninh province held a high-level meeting between provincial leaders and FPT Group to promote strategic cooperation in digital transformation, education , and implementation of important Central resolutions on science, technology and innovation development.

Based on a comprehensive assessment of the significance and importance of the cooperative relationship, Quang Ninh province and FPT Corporation agreed to sign a strategic cooperation agreement. Thereby, concretizing the vision as well as specific solutions that the two sides will implement in the coming period.

VietnamPlus had a conversation with Mr. Nguyen Van Khoa - General Director of FPT Corporation about the cooperation plans between the two sides in the coming time.

Technology businesses accompany local authorities

- Could you please tell us about the importance and significance of FPT accompanying Quang Ninh, supporting the province in applying information technology and digital transformation in state management?

Mr. Nguyen Van Khoa: Vietnam is entering a period of "reorganizing the country" as General Secretary To Lam emphasized. One of the strategic focuses is to build a two-level local government model nationwide. This is a big problem in terms of organizational structure, data, people and technology, requiring localities to prepare carefully and quickly. In this transformation process, data is the "digital foundation" and technology is a prerequisite for localities to restructure, enhance monitoring capabilities and make decisions in real time.

Quang Ninh is one of the pioneering localities in digital transformation. Since 2012, the province has boldly implemented the e-Government Project. The Project includes the construction of the Provincial Public Administration Service Center. FPT has accompanied the province in building the e-Government System for the period 2012 - 2016; the Digitalization Platform for Administrative Procedures by 2022...

Recently, we are proud to continue to accompany the province in operating the two-level local government model, combined with a one-level Public Administration Service Center.

The technology systems built by FPT have brought practical values. For people and businesses, this is a modern, transparent, and convenient public service ecosystem - helping to save time, costs, and effort in performing administrative procedures.

For civil servants, the system helps reduce manual workload, increase labor productivity, and increase the ability to control and coordinate work thanks to real-time data.

For the provincial government, this is a modern administrative tool, helping to monitor and make accurate decisions.

In particular, the implementation of the one-level Public Administration Service Center model helps people submit administrative documents at any transaction point in the province. This is a major step marking the transition from the mindset of "management by boundaries" to "service without boundaries."

- To be able to carry out this on the historic day of July 1, what preparations did the Group make in terms of infrastructure and human resources? How did these efforts receive support from the local government and people?

Mr. Nguyen Van Khoa: Converting the local government organization model is a "big problem." As soon as we received the "assignment", we realized that this was truly a "major surgery" in terms of data, organization and technology.

FPT has supported the province in deploying a separate cloud computing system, which has been inspected by the authorities - fully meeting the requirements of information security and safety. This system is built to operate the new generation of administrative procedure settlement information platform, completely replacing the old system.

We have mobilized more than 100 technology experts to work directly with administrative units in Quang Ninh. During the first week of converting to a two-tier local government model - also the most challenging time of operation, FPT arranged staff to be on duty to support 54 communes and wards in the whole province.

Dong Trieu - a key locality in the province's administrative unit arrangement roadmap, FPT closely coordinated with local authorities to organize drills and calibrate the multi-cycle system for smooth operation.

If in the first days, the rate of people using online public services was only under 15%, then more than two weeks later, the rate exceeded 70% of the total number of records generated, showing the rapid change in people's habits and the system's ability to respond smoothly and seamlessly. The system contributes to shaping a modern, people-friendly, effective and sustainable digital government model.

FPT considers this one of the typical projects demonstrating the accompanying role of technology enterprises with the Government and local authorities in solving "big problems."

Cooperation to solve Quang Ninh's 'big problems'

- It is known that FPT and Quang Ninh have officially "joined hands" to create a model of digital government. So, sir, can you tell us about the key cooperation contents with the province through this model?

Mr. Nguyen Van Khoa: We just had a working session with the leaders of Quang Ninh province in mid-July. Fortunately, the provincial leaders decided to change and raised the issue of signing a strategic cooperation agreement.

Carrying the responsibility of accompanying the country in the spirit of the “Quartet of Resolutions,” we aim for the common goal of bringing Vietnam forward in the new era. With Quang Ninh, the land that has been and will be transforming “from black to green,” FPT proposes a cooperation model revolving around four pillars focusing on solving the “big problems” of the province.

Firstly, FPT cooperates with the Policy Advisory Board to create a legal corridor to help Quang Ninh become a leading financial, industrial, technological and service center in the region.

Second, FPT wishes to accompany the province in building a unified operational data platform, applying AI in leadership, and developing a team of local experts to serve the government system long-term.

Third, we propose a public administration model based on the Objective & Key Results management method. Operating according to clear objectives will create the foundation for a streamlined, efficient, and more transparent government apparatus.

Fourth, FPT will implement a program to support provincial businesses in assessing digital capacity, consulting on development strategies, training staff and piloting appropriate technology solutions. This is the core force to promote the digital economy and comprehensive digital transformation in the locality.

Along with the above four pillars, FPT also proposed two breakthrough programs in implementation methods: The first is the "Thinking Transformation" program, designed as a creative innovation journey for department and industry leaders and professional staff. The second is a cooperation model with FPT's technology partner ecosystem, including consulting organizations and large domestic and foreign technology enterprises.

In the 2026-2030 period, FPT will continue to support the province in realizing initiatives on three fronts: institutions - technology - investment, including developing digital infrastructure, promoting vocational education, building a smart healthcare model to serve international visitors and accompanying the development of breakthrough tax policies to create an attractive business environment and attract investment.
