Timely response to practical requirements

Discussing in Group 2 about the draft Law amending and supplementing a number of articles of 10 laws related to security and order, National Assembly delegates of Ho Chi Minh City delegation emphasized that the amended and supplemented contents are aimed at promptly meeting practical requirements.

National Assembly Deputy Nguyen Minh Duc said that the draft Law amending and supplementing a number of articles of 10 laws related to security and order (including: Law on Security Guards; Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam; Law on Exit and Entry of Vietnamese Citizens; Law on Residence; Law on Identification; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Road Traffic Order and Safety; Law on Roads; Law on Management and Use of Weapons, Explosives and Support Tools; Law on Fire Prevention, Fire Fighting and Rescue) focuses on solving practical problems and is consistent with the two-level local government organization model.

Regarding the content of amending and supplementing the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam, delegate Nguyen Minh Duc said that recent Resolutions of the Politburo such as Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59-NQ/TW on international integration in the new situation have expanded many mechanisms to attract talent.

Among them are foreigners, Vietnamese people who do not have Vietnamese nationality or citizens whose nationality has not been determined but are highly skilled workers abroad, ready to return to Vietnam with Vietnamese nationality; or foreign scientists who will enter Vietnam to research, innovate and invest, the draft Law will greatly reduce procedures for visa issuance, visas, and preferential policies on residence.

Regarding the content of amending and supplementing the Law on Road Traffic Order and Safety, delegate Nguyen Minh Duc said that currently, state management agencies must promote the application of science and technology in state management. Therefore, the draft Law supplements regulations on the installation of smart science and technology equipment and the application of artificial intelligence (AI) in urban traffic management to create a legal corridor for the implementation of this management measure.

Delegate Nguyen Minh Duc acknowledged that the initial implementation of technology applications in state management always encounters many difficulties, but in the long term, this measure will help build a data system that is synchronized with the digital transformation process, facilitating all state management activities in the digital transformation process.

Delegate Nguyen Minh Duc also stated that the agency in charge of the review will work with the drafting agency to review and research to ensure the feasibility and effectiveness of legal regulations and minimize administrative procedures; aiming to strengthen "post-audit" to facilitate businesses and individuals to apply the law on the basis of national norms and standards.

National Assembly Deputy Tran Hoang Ngan also agreed with the adjusted contents in the draft Law to ensure consistency with the Party's policies and guidelines; focusing on issues related to the arrangement of organizational apparatus, decentralization, delegation of powers and removing difficulties, obstacles and "bottlenecks" caused by legal regulations and law implementation.

Regarding the content of amendments and supplements to the Law on Security Guards, delegate Tran Hoang Ngan found that the amendments are very simple, such as: replacing the word "district" with the word "ward"; replacing the words "Chairman of the National Defense and Security Committee" and "Chairman of the Foreign Affairs Committee" with the words "Chairman of the National Defense, Security and Foreign Affairs Committee"...

“If we continue to streamline the apparatus and change the names of current apparatuses and positions, we will have to amend the law again.” Assuming this hypothesis, delegate Tran Hoang Ngan suggested that the Laws amending the contents related to the names of agencies, units and positions in the political system should be included in a joint Resolution of the National Assembly.

Approving the addition of preferential policies to facilitate foreigners in the amendments and supplements to the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam, delegate Tran Hoang Ngan also said that in order to implement Resolution No. 222/2025/QH15 of the National Assembly on international financial centers in Vietnam, there should be more incentives for experts and investors working at international financial centers in Vietnam. Therefore, delegate Tran Hoang Ngan suggested that it is necessary to review Resolution No. 222/2025/QH15 to add preferential content for these subjects.

Agreeing with the content of the amendments and supplements to the Law on Exit and Entry of Vietnamese Citizens, delegate Tran Hoang Ngan also hopes that the security sector will continue to promote the application of technology in exit and entry management; invest more in infrastructure and technological equipment at border gates and airports to facilitate the exit and entry of Vietnamese citizens.
