The Politburo and Secretariat requested to focus on leadership and direction to perfect institutions, especially issues of decentralization, delegation of power, and procedures related to the activities of two-level local governments.

At the meeting on October 31, after listening to the Report of the Central Organizing Committee on the situation and results of the operations of the political system and two-level local government apparatus, the Politburo and the Secretariat requested to focus on leadership and direction to perfect the institutions, especially issues related to decentralization, delegation of power, processes and procedures in areas related to the operations of two-level local governments. Issues under the authority of the Government and the Prime Minister must be resolved immediately, and issues under the authority of the National Assembly must be urgently supplemented in the contents submitted to the 10th Session of the 15th National Assembly./.
