Conclusion No. 202-KL/TW on the operation of the political system and two-level local government apparatus

On October 31, 2025, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued the Conclusion of the Politburo and the Secretariat on the situation and performance results of the political system apparatus and two-level local government (Conclusion No. 202-KL/TW).

The conclusion stated: At the meeting on October 31, 2025, after listening to the Report of the Central Organizing Committee on the situation and results of the operations of the political system and local government apparatus at two levels in October 2025 (Report No. 523-BC/BTCTW, dated October 29, 2025), the Politburo and the Secretariat concluded as follows:

Basically agree with the contents, proposals and recommendations stated in the Report of the Central Organizing Committee on the situation and performance results of the political system apparatus and local government at 2 levels in October 2025.

The Politburo and the Secretariat acknowledged and commended Party committees at all levels, Party organizations, the Government Party Committee, the National Assembly Party Committee, the Central Organizing Committee, provincial Party Committees, city Party Committees, and Party Committees of communes, wards, and special zones for proactively and actively performing assigned tasks; making efforts, overcoming difficulties, promptly guiding, handling, and removing obstacles arising in the practical implementation of the activities of the political system apparatus and two-level local government.

Continue to comprehensively strengthen the commune level

The Politburo and the Secretariat request Party committees, provincial and municipal Party committees directly under the Central Committee, central departments, ministries and branches to proactively and urgently deploy and complete tasks within their authority and assigned in the conclusions of the Politburo and the Secretariat, especially Conclusion No. 195-KL/TW, dated September 26, 2025 on the apparatus of the political system and two-level local government. Strictly implement the regulations on personnel work of the newly issued Politburo; promote the exemplary role of leaders in performing tasks, organizing assessment and arranging and using cadres to meet work requirements. Continue to comprehensively strengthen the commune level, promptly overcome shortcomings and limitations so that the commune level can strongly shift from passive to proactive, from management to governance and creation, socio-economic development, care for people's lives; promptly resolve the legitimate needs of people and businesses.

The Politburo and the Secretariat assigned the Government Party Committee and the National Assembly Party Committee to focus on leading and directing the improvement of institutions, especially issues related to decentralization, delegation of power, processes and procedures in areas related to the activities of two-level local governments (such as: Finance, assets, planning, projects, land, headquarters, etc.). Issues under the authority of the Government and the Prime Minister must be resolved immediately; issues under the authority of the National Assembly must be urgently supplemented in the contents submitted to the 10th Session of the 15th National Assembly; strictly control the issuance of administrative procedures by localities, review and immediately abolish unnecessary procedures; improve the quality and effectiveness of the implementation of online public services; all of the above tasks must be completed before December 15, 2025.

The Politburo and the Secretariat assigned the Government Party Committee to: (1) Lead and direct ministries and branches to: (i) Urgently review all legal documents of the sector and field to promulgate, amend and supplement immediately, ensuring feasibility in decentralization, delegation of power, division of authority, overcoming conflicts, overlaps, and inconsistencies with the 2-level local government model, especially in the fields of: Finance, science, technology, internal affairs, justice, agriculture and environment, construction, education and training, especially digital infrastructure. (ii) Continue to direct the review, arrangement and assignment of staff, have solutions for recruitment, training, education and capacity building of staff. (2) Direct the Ministry of Finance to promptly advise on budget allocation for document digitization, investment in equipment, and renovation of facilities, with special priority given to mountainous communes, remote and disadvantaged areas; Advise and guide the management, use and handling of housing and land facilities to meet practical requirements. (3) Direct the Ministry of Science and Technology to direct and guide the synchronization of shared software; integrate national database systems, upgrade information technology infrastructure to ensure effective implementation of digital transformation at the commune level. (4) Guide, synthesize, submit to competent authorities for consideration, decide on rewards and commend and reward collectives and individuals with outstanding achievements in organizing and implementing Resolution No. 18-NQ/TW in the entire political system; all of the above tasks must be completed before December 15, 2025.

Assign the Government Party Committee, the Fatherland Front Party Committee, and central organizations to lead and direct the urgent completion of the arrangement of public service units, state-owned enterprises, and focal points within agencies, organizations, mass organizations, press agencies under the Fatherland Front, and mass organizations assigned by the Party and State, etc., to be completed in 2025.

Update and adjust land use planning, construction planning and specialized planning

The Politburo and the Secretariat agreed on the policy of immediately updating and adjusting land use planning, construction planning and specialized planning (including planning for national defense and security land use) after transferring and converting the functions of houses and land to use as offices, career facilities, medical, educational, cultural, sports facilities, public purposes, national defense, security and other purposes in accordance with local land use planning (through land allocation, land lease, etc. according to the provisions of the law on land) for socio-economic development. The Government Party Committee, provincial and municipal Party Committees were assigned to lead and direct the guidance and implementation of the above content; promptly complete the arrangement and allocation of public assets of localities, promptly remove and handle arising problems and report to competent authorities.

The Politburo and the Secretariat agreed to direct the Standing Committee of the provincial Party Committee to adjust the working regulations of the Standing Committee of the Party Committee or the grassroots Party Committee and Party cells at the agencies and organizations where the Party delegation and Party executive committee's activities end to ensure the leadership of the Standing Committee of the provincial Party Committee and the direct superior Party Committee.

On confirming the comment form of the Party cell and residential party cell for Party members

The Politburo and the Secretariat agree to authorize the leaders of the Party building committee or the Party organization committee of the commune, ward, or special zone to confirm the comments of the Party cell or Party cell at the place of residence for the Party member who is working and send them to the grassroots Party committee where the Party member is working (supplementing the content stated in Clause 5, Article 4 of Regulation No. 213-QD/TW, dated January 2, 2020 of the Politburo on the responsibility of Party members who are working regularly to maintain contact with the Party organization and people at the place of residence, which stipulates: "The Party Committee of the commune, ward, or town confirms the comments of the Party cell or Party cell at the place of residence for the Party member who is working and sends them to the grassroots Party committee where the Party member is working") to facilitate the implementation of Party member work.

The Politburo and the Secretariat request provincial and municipal Party Committees to: (i) Continue to review and compile statistics on the arrangement, disposition, handling, renovation, and purchase of public assets according to the regulations and instructions of the Central Government. (ii) Proactively support disadvantaged areas with local funds. (iii) Strengthen the management, inspection, and examination of the arrangement, disposition, and handling of headquarters and public assets of agencies, organizations, and units under their management. Provincial Party Committees and authorities need to enhance their responsibility in leadership and direction and continue to improve the organizational structure, arrange, and assign commune-level cadres to meet the requirements and assigned tasks. Commune-level Party Committees and authorities need to proactively contact local departments, branches, and sectors to receive guidance on removing and handling difficulties, obstacles, and inadequacies before making recommendations to higher levels.

Requesting Party committees and organizations at all levels to urgently and seriously implement the remaining tasks, tasks that have not been done well, and tasks that are behind schedule as pointed out in the Report of the Central Organizing Committee, especially the contents related to the arrangement and assignment of cadres, facilities, management of public assets, working conditions and means, and settlement of administrative procedures, to be completed in 2025; the results of the implementation of the above tasks are the basis for reviewing, evaluating, and classifying collectives and individuals, especially the heads of Party committees and local authorities in 2025.
