Before that, when the water started to recede rapidly in the area, Mr. Hoang Nhat D (born in 1985) and Mr. Le D (born in 1983), both residing in An Xuan Tay village, Quang Dien commune, went to the market to check their stalls. While holding onto an iron pole that was leaking electricity, both were unfortunately electrocuted. Immediately after that, people quickly turned off the circuit breaker, provided first aid and took the victims to the emergency room. However, due to the long distance and deep flooding, Mr. Hoang Nhat D did not survive when he arrived at the medical facility. Mr. Le D suffered minor injuries and is being treated at Quang Dien Medical Center.

According to Mr. Nguyen Anh Cau, at the peak of the flood, the Anh Xuan market area was heavily flooded from 1.5 to 1.8 meters. Up to now, many places in the commune are still deeply flooded. Therefore, the local authorities have not been able to approach the victim's family to encourage and visit their relatives. Currently, the commune has issued an order to provide rice, instant noodles and cash to initially support the victim's family.
