At the same time, the Department of Education and Training will organize training and foster professional education management skills for commune-level officials and civil servants, especially on contents related to planning, statistics, school coordination and implementation of education policies in the locality...
In order to effectively manage the state education and training in communes and wards, Deputy Director of the Department of Education and Training of Dong Nai province Pham Hong Thang proposed that the Ministry of Education and Training promptly adjust or issue documents to replace some old documents that are no longer suitable for the current situation and tasks. When directing, the Ministry guides professional work by sending documents directly to educational institutions for implementation; sending them to the People's Committees of communes and wards to monitor and direct the implementation of the units. The Ministry considers adjusting and guiding the addition of service fees to support educational activities (Electronic contact book service - Vnedu Connect, vehicle parking service for students and parents at schools).
The Ministry of Education and Training shall strengthen guidance and professional support for the People's Committees of communes and wards in the process of implementing state management tasks on education and training; train staff to perform these tasks, especially in digital skills and e-school management; and promptly equip educational institutions in the province with teaching equipment and supplies.
The Department of Home Affairs shall promptly advise the Provincial People's Committee to issue a decision guiding the recruitment of civil servants for communes and wards; supplement the staffing for educational institutions to recruit teachers and staff who are lacking; supplement the educational career staffing for communes and wards to meet actual needs to ensure enough human resources to implement the 2018 General Education Program and teach 2 sessions/day.
The Department of Finance needs to consider and arrange medium-term public investment capital for the period 2026 - 2030 to renovate, repair and build new classrooms; support investment in minimum teaching equipment according to the 2018 General Education Program for all levels; arrange separate funds to pay for labor contracts according to Decree No. 111/2022/ND-CP.
Mr. Pham Hong Thang proposed that the People's Committee of Dong Nai province consider including it in the medium-term public investment plan for the period 2026 - 2030 and soon invest in building a high school at the headquarters of the Department of Agriculture and Environment of Binh Phuoc province (old) in a synchronous and modern direction, fully meeting the facilities of a national standard school and building a smart school with a maximum scale of 50 classrooms/2,250 students to meet the high school learning needs of children in the area. At the same time, the province is interested in allocating funding sources to invest, repair and upgrade facilities for schools in the commune, especially schools that lack functional classrooms, playgrounds and practice grounds.
