
At the meeting, delegates of the Dong Nai Provincial People's Council quickly informed voters of the results of the 5 sessions of the 10th Provincial People's Council since the two-level local government apparatus was put into operation; the expected time and agenda of the regular session at the end of 2025; the results of the socio-economic situation, national defense and security in the first 9 months of 2025 of the province; at the same time, listened to the report on the results of responding to opinions and recommendations at the meeting before the mid-year session of 2025.
Voters of the two wards expressed their excitement at the results achieved in the province's socio-economic development in the past 9 months. Voters also made recommendations to the provincial People's Council delegates on many issues related to security, order, socio-economics, etc. In particular, in Binh Phuoc ward, 27 opinions were recorded from voters, of which 21 were related to land. In Dong Xoai ward, the majority of voters' opinions also focused on land issues.
Voters Phan Van Khue, Dang Thi Hai, Le Manh, Tran Thi Tuyet, Ngo Thi Hien (Binh Phuoc ward); Vu Trong Hieu, Bui Xuan Lap, Le Tien Si, Tran Duc Son, Luong Van Dien (Dong Xoai ward)... gave their opinions on site clearance, compensation, support for the Gia Nghia - Chon Thanh Expressway Project, Phuoc Hoa Lake Project; granting land use right certificates; late payment of non- agricultural land tax; land disputes; resettlement land allocation; exemption of land use fees for households with meritorious services...
In addition to the recommendations on land, voters Nguyen Thi Hoe, Bui Thi Dao (Binh Phuoc ward), Nguyen Thi May (Dong Xoai ward)... are concerned about the policies for non-professional workers at the commune, neighborhood, and residential area levels; people directly participating in activities in neighborhoods and residential areas; unfinished and slow-progressing road repair and construction work causing difficulties for traffic participants, posing many risks of causing accidents and traffic insecurity (Nguyen Van Linh, Tran Hung Dao, National Highway 14...); power lines not synchronized with traffic roads, no or degraded lighting systems; flooding causing difficulties for daily life and production and business; policy funds for the elderly; surplus headquarters need to be converted to avoid waste; financial support, facilities, and human resources for schools to improve teaching and learning...

Receiving the opinions of voters, leaders of the Department of Construction, Department of Agriculture and Environment, Department of Home Affairs, Department of Finance, leaders of Binh Phuoc and Dong Xoai wards explained and clarified a number of opinions within their authority. For opinions that were not answered at the meeting, the Provincial People's Council Delegation will summarize and respond to voters at the next meeting.
Speaking at the meeting, Ms. Ton Ngoc Hanh expressed her appreciation for the enthusiastic and responsible opinions of the voters. The opinions of the voters are not only suggestions, but also advice for the development of the province in the coming time.
Chairman of Dong Nai Provincial People's Council Ton Ngoc Hanh said that some initial difficulties after merging and operating the two-level local government in the new province include: The arrangement of headquarters, personnel and equipment for some communes and wards is not yet synchronized; some legal documents are not yet complete, making the procedures for disbursing public investment capital difficult; the system for storing and synchronizing administrative data, especially between the two old provinces, is not yet complete, affecting the progress of work processing.

At the same time, post-merger support policies are still slow due to many reasons, including delays in issuing new resolutions, difficulties in the implementation process, and the need to readjust data and approval processes. These issues affect the payment of subsidies to civil servants, workers, the elderly and non-professional workers after the merger at the commune, ward and residential area levels.
Therefore, in the coming time, the province will focus on overcoming the above-mentioned shortcomings, while promoting the disbursement of public investment capital, prioritizing important and strategic transport works and projects.
Regarding the Gia Nghia – Chon Thanh Expressway Project, Ms. Ton Ngoc Hanh emphasized that this is a key project, which, once completed, will create new development momentum for the large northern area of Dong Nai province. Therefore, regarding opinions related to this project, the province and the two localities will organize separate working sessions with voters; at the same time, hoping that in the coming time, voters will continue to accompany and support the project so that it can be implemented and put into use soon.
