The resolution stipulates: Based on the number of elected People's Council representatives, and the principle of ensuring a surplus when compiling the list of candidates for People's Council representatives as stipulated in Clause 3, Article 58 of the Law on Election of National Assembly and People's Council Representatives, the Standing Committee of the Provincial People's Council, after reaching a consensus with the Standing Committee of the Vietnam Fatherland Front and the People's Committee at the same level, shall specifically propose the structure, composition, and allocation of the number of people from political organizations, socio-political organizations, social organizations, people's armed forces units, state agencies at its level, lower-level administrative units, and agencies, public service units, and economic organizations in the province to be nominated as candidates for the Provincial People's Council.

The planning of the structure, composition, and allocation of the number of candidates nominated for election to the People's Council in each administrative unit must ensure democracy, fairness, objectivity, and transparency; focusing on quality, selecting delegates who are exemplary in character, ethics, prestige, and intellect; while ensuring a reasonable structure in terms of the number of delegates working in political organizations, socio-political organizations, social organizations, people's armed forces units, state agencies at their level and lower-level administrative units (for the provincial level), villages and residential areas (for the commune level), and agencies, public service units, and economic organizations in the area; increasing the number of full-time delegates; There is a reasonable proportion of delegates representing religions, ethnic groups, genders, ages, scientists, intellectuals, artists, delegates from the working class, farmers, businesspeople, and associations and trade unions in production and business, and meeting specific requirements.
That is, to ensure a reasonable proportion of ethnic minority candidates in the official list of candidates for People's Council representatives, in accordance with the characteristics, ethnic structure, and specific situation of each locality, and to strive to achieve the expected election rate. For female candidates, ensure a rate of at least 35% in the official list of candidates for People's Council representatives at each level; strive to achieve an election rate of approximately 30% of the total number of People's Council representatives at each level. For non-Party candidates, strive to achieve a rate of no less than 10% in the official list of candidates for People's Council representatives at each level. For young candidates (under 40 years old), strive to achieve a rate of no less than 15% in the official list of candidates for People's Council representatives at each level. The goal is for the People's Council representatives to be re-elected for the 2021-2026 term, aiming for a rate of at least 30% at each level.
National Assembly Chairman Tran Thanh Man also signed Resolution No. 101/2025/UBTVQH15, which provides detailed regulations and guidance on organizing voter conferences; nominating candidates for People's Council representatives at the commune level in villages and residential areas; and conducting consultations, nominating candidates, and compiling lists of candidates for National Assembly and People's Council representatives in by-elections.
