On December 19th, at the major construction site, Hai Phong has 13 projects ready for commencement and inauguration.

In chào mừng the 14th National Congress of the Communist Party of Vietnam, Hai Phong city plans to register the commencement and inauguration of 13 projects on December 19, 2025. To date, Hai Phong has directed its functional agencies to coordinate with investors and construction units to prepare all necessary conditions for the commencement and inauguration ceremonies of these projects.

The city's Department of Construction has focused on reviewing the procedures and conditions for commencement and inauguration of construction projects, ensuring that they meet the criteria regarding scale and significance as stipulated by the central government.

The Hai Phong City Department of Construction announced that among the 13 projects scheduled for commencement and inauguration, five are registered with the central government: the infrastructure investment project connecting stations on the line and the station square under the Lao Cai – Hanoi – Hai Phong railway line construction project in the area of the Nam Hai Duong station entrance, located in Gia Loc and Yet Kieu communes; seven buildings from CT1 to CT8 under the social housing project in the Trang Due urban-commercial and worker housing area in An Duong ward; the construction investment project of the intersection between Bui Vien and Le Hong Phong roads in Hai An ward; the construction and operation investment project of the infrastructure of Luong Dien – Ngoc Lien industrial park in Cam Giang commune; and the construction investment project of a mixed-use building at lot I.14/CTHH-01 in the North Song Cam new urban area in Thuy Nguyen ward.

The Luong Dien - Ngoc Lien Industrial Park project, invested by Luong Dien Ngoc Lien Industrial Park Joint Stock Company, a member of An Phat Holdings Group, covers an area of 150 hectares with a land use term until 2073. The industrial park has a construction density of 70%, with 15% allocated for transportation, 10% for green spaces, and the remaining 5% for technical infrastructure.

The Luong Dien - Ngoc Lien Industrial Park is developed according to ESG standards, integrating synchronized infrastructure, energy efficiency, an advanced wastewater treatment system, and balanced green spaces. It is an ideal choice for high-tech businesses, supporting industries, and manufacturers prioritizing clean and sustainable operating models, creating a stable, efficient, and promising investment environment in Hai Phong. According to the plan, from April 2025 to December 2026, the investor will build the synchronized infrastructure, and by the second quarter of 2026, clean land will be handed over to businesses for factory construction.

On this occasion, Hai Phong city is expected to inaugurate 7 buildings from CT1 to CT8 of the social housing project in the Trang Due urban-commercial and worker housing area in An Duong ward. The EverGreen Trang Due social housing project has a scale of 10 apartment buildings. After handover and commissioning, the project will provide 2,538 apartments for workers and laborers as well as other policy beneficiaries under the social housing program in Hai Phong city. To date, the investor has prepared to hand over 7 buildings: CT1, CT2, CT3, CT5, CT6, CT7, and CT8. The total number of apartments to be handed over in this phase is 1,770.

Mr. Nguyen Anh Tuan, Sales Director of Saigon - Hai Phong Industrial Park Joint Stock Company (SHP), said: The investor has made every effort to complete the final items to hand over the apartments to residents. At the same time, the exterior landscaping is being completed for the upcoming handover date. The company will finalize procedures regarding technical infrastructure and apartment cleaning before December 16th to deliver the best possible product to residents. The project investor has also coordinated with the event organizer to develop the script and program content for the inauguration ceremony. The company aims to complete all items for the ceremony by December 17th.

In addition to the 5 projects registered with the central government, the city also has 8 projects registered for commencement and inauguration, organized simultaneously by the Hai Phong City People's Committee on December 19th. These 8 projects include: the investment project to build a logistics service center, oil and cargo port, oil depot, and commercial service area in Nguyen Dai Nang ward; the emergency, technical services, paraclinical, examination, administrative, technical services, and inpatient blocks of Hai Duong General Hospital; the construction of the intersection between Bui Vien and Vo Nguyen Giap roads in An Bien and Le Chan wards; the construction and operation of infrastructure for the Nomura – Hai Phong Industrial Park (phase 2) in Hong An ward; the construction of the An Tho industrial cluster in An Hung commune, the An Phu industrial cluster in Tran Lieu and Kinh Mon wards, the Dung Tien – Giang Bien industrial cluster in Vinh Thuan commune, and the construction of a residential area at alley 226 Le Lai, Ngo Quyen ward.

The construction and inauguration projects will contribute to celebrating the 14th National Congress of the Party. These are projects of practical significance that will contribute to promoting the economic and social development of the city in the coming time.
