Ensuring the Party's comprehensive leadership in the new context

Through research, the basic opinion of Hai Phong people is that the drafts all demonstrate intelligence and science , clearly stating viewpoints, visions, goals, development orientations, key tasks and strategic breakthroughs in the new period, especially in Party building work.

Demonstrates a deep, comprehensive, and inherited vision

Dr. Nguyen Dinh Hoang, Head of the Party Building Department, To Hieu Political School, Hai Phong, said that the draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party demonstrates a profound and comprehensive vision, inheriting and developing the results of the previous term. The draft clearly identifies the work of Party building and rectification as a key task, of decisive significance for the country's sustainable development and strengthening the people's trust. The draft also emphasizes that improving the Party's leadership capacity and fighting strength is a decisive factor to ensure the Party's comprehensive and unified leadership in all aspects and areas of social life.

In the content "Continuing to promote the building and rectification of a clean and strong Party in all aspects; improving the leadership, governing capacity and fighting strength of the Party" focuses on a number of issues such as: promoting Party building in terms of ideology and theory; strengthening Party building in terms of ethics; ensuring the operations of agencies and organizations in the political system to be effective, efficient and efficient, improving the quality of service to the people. Commenting on this content, Dr. Nguyen Dinh Hoang suggested that the draft should further clarify the mechanisms to ensure the Party's comprehensive leadership role in the context of innovation, integration, digital transformation and deep international integration.

According to Dr. Nguyen Dinh Hoang, the draft has raised many important issues. However, the Central Committee needs to clarify more about the political system, the mechanism of Party leadership, State management, and people's mastery through the Fatherland Front and socio-political organizations; at the same time, clarify more about the contents related to decentralization, especially decentralization, decentralization from the Central to local and grassroots levels. The Central Committee needs to orient the development of regulations on the leadership of the Party, Party organizations, and Party committees in each socio -economic field...

Enhance the prestige and leadership capacity of the Party

Ms. Dang Thi Ngoan, a retired teacher living in Vinh Bao commune, said that the draft Political Report of the 13th Party Central Committee at the 14th National Party Congress determined: "Strengthening the building, rectification, and self-renewal so that our Party is truly ethical and civilized", this is new content. For the first time, the policy of building a civilized Party was identified as a strategic, systematic and specific task in the Party Congress Documents. This is also a continuation of the content of Party building on ethics determined from the 13th National Party Congress; at the same time, clearly demonstrating the political determination to build the Party according to Ho Chi Minh's thought.

Building a civilized Party is the inheritance and promotion of the nation's fine cultural values, creating a strong bond between the Party and the people and the nation. Building a civilized Party contributes to enhancing the Party's prestige and leadership capacity, helping to strengthen the people's trust in the Party. In the context of international integration and the fourth industrial revolution, the Party must innovate its thinking and leadership methods to adapt to the rapid changes of the times. A civilized Party will help the country develop in line with the world.

From the theory of Party building, the two factors of "ethics" and "civilization" of the Party are not separate but organically linked, complementing each other. Practical experience shows that a Communist Party can only lead the revolution successfully when it is a civilized, clean, strong, transparent, democratic, pioneering Party; has a scientific, modern mindset; has a democratic, effective leadership method; is capable of self-renewal, adapting to changes of the times, and is trusted and supported by the people.

Ms. Dang Thi Ngoan commented that in order to improve the quality of grassroots Party organizations and Party members, Party organizations need to continue to implement well the following contents: improving the quality of Party organization activities, strictly implementing the regime of Party cell activities, Party committees at all levels, and quarterly thematic activities according to Directive No. 50-CT/TW dated July 23, 2025 of the Secretariat on "continuing to innovate and improve the quality of Party cell activities in the new period". Along with that, Party organizations focus on directing the implementation of the model "4-good Party cells, 4-good Party committees"; synchronously implementing solutions to develop Party members to ensure the quality, quantity and structure of Party members. Improving political mettle, leadership capacity, skills and expertise, and Party work experience for grassroots Party committee members, especially Party committee secretaries, is extremely necessary.
