The resolutions adopted included: Applying legal documents issued by the People's Council of Hai Phong City (formerly) and the People's Council of Hai Duong Province (formerly) to the Hai Phong City area after the merger; repealing legal documents issued by the People's Council of Hai Phong City (formerly) and the People's Council of Hai Duong Province (formerly); establishing the Hai Phong City Development Investment Fund based on the merger of the Hai Phong Development Investment Fund and the Hai Duong Development Investment Fund.

The People's Council also approved adjustments and additions to the city's medium-term public investment plan for the period 2021-2025; adjustments and additions to the city's public investment plan for 2025; and adjustments to the charter capital of the Hai Phong City Land Development Fund. Simultaneously, it approved regulations on the content and expenditure levels for organizing examinations, competitions, and contests for general education in the city; regulations on human resource development policies in the semiconductor and artificial intelligence fields in Hai Phong City for the period 2025-2030; and regulations on the content, levels, timeframes, criteria, and beneficiaries of land incentives for science and technology enterprises in the city.
At the meeting, the City People's Council approved the Project to establish the City Venture Capital Fund and stipulated the organizational mechanism and operation of the Venture Capital Fund, as well as the responsibilities for inspection, supervision, and reporting of implementation results. In addition, it approved the policy of land reclamation for mineral exploitation for leveling materials to serve the construction of the Gia Binh International Airport Project and decided on the policy of converting forest land to other uses to implement a mineral exploitation project for leveling materials at Hang Ho Hill, Tran Nhan Tong Ward, to serve the construction (land leveling) of the Gia Binh International Airport Project.
