Phuc Hoa commune currently has 34 cooperatives operating in various fields, attracting 317 members. Of these, agricultural and forestry cooperatives account for the majority, with 28 units. According to Mr. Nguyen Bien Thuy, Vice Chairman of the People's Committee of Phuc Hoa commune, through these cooperatives, specialized agencies and local authorities have implemented many suitable economic models to enhance the value of agricultural products, such as planting, processing, and selling early-ripening lychees, Nam Nui Danh ginseng, pear guava, star apple, growing safe vegetables, beekeeping for honey, organic pig farming, and intercropping fruit trees.

In recent times, cooperatives in Phuc Hoa commune have proactively participated in many programs supporting the application of technology and digital transformation in production and management. A prime example is the Phuc Hoa Early Lychee Production and Consumption Cooperative, which received support from the Provincial Cooperative Union in the form of a cold drying system with a capacity of 3.5 tons per batch and packaging and labeling materials. As a result, the cooperative helps sell nearly 5,000 tons of lychees annually for its members and farmers. 140 members of cooperatives and cooperative groups in the area have also received support in applying production management software to record electronic production logs and create QR codes for product traceability.
Several cooperatives are actively bringing their products to e-commerce platforms and digital marketplaces for sale. The main growing areas developed by the cooperatives all apply VietGAP and GlobalGAP standards to meet the stringent requirements of both domestic and export markets. This contributes to improving the efficiency of production and business operations and perfecting the new cooperative model in the locality. To date, the entire commune has 14 products recognized under the OCOP program, all owned by cooperatives, with 25 registered growing areas covering 670 hectares serving exports to the US, Australia, Thailand, and China.
In the context of agricultural production in Phuc Hoa commune being promoted towards commercialization with extensive cultivation areas (178 hectares of guava, yielding over 8,000 tons/year; 858 hectares of lychee with a yield of approximately 13,000 tons/year; 74 hectares of Southern ginseng), cooperatives are becoming a bridge for transferring scientific and technical knowledge, a hub for supplying input materials, and a market for agricultural products for many member households and local people. Many cooperative members and farming households have effectively developed their livelihoods locally, with some households rising out of poverty sustainably and no longer experiencing a return to poverty. To date, the poverty rate in the commune has decreased to 1.23%, and the goal is to eliminate poverty according to the multidimensional poverty standard by 2030.
To achieve that goal, Phuc Hoa commune is strengthening the organization of training courses to improve digital transformation skills for cooperative members; applying advanced technologies and production processes; coordinating and supporting cooperatives in building standardized data sets, strongly applying traceability labels and electronic production manuals. It encourages the linkage of the four stakeholders (government - scientists - businesses - cooperatives) in technology transfer. It guides and supports cooperatives in accessing preferential loans to expand production scale, invest in machinery, and lead farmers in sustainable economic development.
