Da Nang has basically completed its poverty reduction efforts.

In the context of implementing the new two-tiered government model, localities quickly adapted and did a good job of caring for and supporting poor and near-poor households. This helped the poor improve their lives and contributed to the city's completion of the National Target Program for Sustainable Poverty Reduction giai đoạn 2022 - 2025.

Implement solutions in a coordinated manner.

Following the merger of An Khe, Hoa An, and Hoa Phat wards into the new An Khe ward, the ward's People's Committee developed a plan to implement the National Target Program for Sustainable Poverty Reduction for the last six months of 2025. Simultaneously, they organized dialogues with poor households who are still able to work to understand their needs and develop support plans.

The family of Mr. Ung Van Thuan (Group 83HA, An Khe Ward) is classified as a poor household. Mr. Thuan himself has had colon cancer for over 3 years, and his wife does not have a stable job. The family's main source of income depends on fishing near the shore to support their three young children. Recently, Mr. Thuan and his wife received 10 million VND in support from An Khe Ward to buy new fishing gear. He borrowed additional money from relatives to buy a motorized fishing boat to improve his fishing activities. Thanks to this, the family's economic situation has improved, allowing them to better care for their children.

The family of Diep Anh Tuan (born in 2005, residing in group 81HA) is also facing similar difficulties. Tuan's father left a long time ago, and his mother recently passed away from cancer, leaving only the two siblings to rely on each other. Recently, Tuan received a motorbike worth 10 million VND from the Vietnam Fatherland Front Committee of An Khe ward to work as a ride-hailing driver and earn money to support his younger sister.

Representatives of the "For the Poor" Fund Campaign Committee of An Khe ward stated that, in implementing the National Target Program for Sustainable Poverty Reduction, in the last six months of 2025, the ward supported house repairs for 7 households with a total budget of 210 million VND; and provided livelihood support to 17 households with a total budget of 170 million VND. In addition, they supported 10 "Supporting Students to School" scholarships worth 20 million VND for disadvantaged students; and provided assistance to 11 cases of sudden hardship with a total amount of over 55 million VND. Thanks to the comprehensive implementation of poverty alleviation support solutions, by the end of November 2025, the entire ward had 81 households escaping poverty (achieving 100% of the assigned target), and 50 households escaping near-poverty.

In Hoa Khanh ward, after the merger, there are 665 poor households and 176 near-poor households. By 2025, the ward was assigned a target of lifting 383 working-age poor households out of poverty. To concretize this goal, the Hoa Khanh ward government implemented a comprehensive set of poverty alleviation support solutions such as housing construction assistance, livelihood support, job placement, and vocational training. As a result, working-age poor households are gradually improving their lives and achieving stability. By the end of November 2025, 386 households in the ward had escaped poverty, exceeding the assigned target by 100.78%.

Mountainous regions strive to overcome difficulties.

To date, most communes and wards in urban and lowland areas have basically completed their poverty reduction targets for 2025. Meanwhile, in mountainous communes, despite facing many difficulties due to storms and landslides, local authorities are making efforts to overcome challenges and strive to complete their assigned targets as soon as possible.

Tra Doc commune has been assigned the second highest poverty reduction target in the entire city by 2025 (after Hoa Khanh ward), with 330 households. Immediately after the merger, the Tra Doc commune government fully implemented poverty reduction support policies, promptly allocating support funds from national target programs to households registered to escape poverty; coordinating with businesses to provide vocational training and job placement for people... As a result, people's lives have gradually improved, and poor households are gradually rising out of poverty. According to the People's Committee of Tra Doc commune, by the end of November 2025, 231 out of 330 households in the commune will have escaped poverty. In December 2025, the Tra Doc commune poverty reduction steering committee will continue to review the remaining 99 households, striving to complete the assigned poverty reduction target.

In Tra Tap commune, despite the comprehensive implementation of poverty reduction solutions, inertia among the people remains quite significant. According to Ngo Tan Lac, Vice Chairman of the Commune People's Committee, a portion of poor households lack self-awareness and a low level of motivation to escape poverty. In response, the commune government organized meetings in each village to screen and encourage poor households with working-age children under 40, who have a basic income and have already benefited from support policies, to boldly register for poverty alleviation. Tra Tap commune aims to achieve its target of reducing 111 poor households by the end of December 2025.

“The commune is not chasing after achievements, but must be resolute in changing the mindset and awareness of the people. In the coming time, the locality will continue to accelerate the allocation of support resources and plan to implement more short-term livestock and crop farming models in parallel with the development of Ngoc Linh ginseng. In addition, we will encourage people in villages with tourist attractions to participate in growing vegetables and fruits, raising chickens and pigs… to serve tourists and improve their income…,” Mr. Lac said.

Based on the plan to reduce the multidimensional poverty rate according to the national multidimensional poverty standard for the period 2022-2025 in the city in 2025, the Department of Agriculture and Environment announces the target for reducing poor households in 2025 for the entire city is 4,963 households.

According to the Department of Agriculture and Environment, after a review, the city has basically completed the poverty reduction plan for 2025 in particular, and the National Target Program for Sustainable Poverty Reduction giai đoạn 2022 - 2025 in general.
