Suitable livelihood models
Mr. Nguyen Van Em's family (Tu Tam 1 village) is classified as near-poor and has no land for production. He works as a construction laborer, but his health is poor, resulting in unstable work and precarious income. At the end of 2025, from the National Target Program for Sustainable Poverty Reduction, Ninh Phuoc commune supported his family with a pair of cows to create a livelihood and escape poverty. Mr. Em said: “After receiving the cows, my family has given them all the necessary vaccinations and carefully cared for them so they can develop well and be ready for sale soon. We will use the capital to buy a new pair of cows and continue implementing the 'Cow Fattening' model to develop our family's economy .”

According to Mr. Duong Thanh Son, head of Tu Tam 1 village, besides Mr. Em's family, in the cattle support program at the end of 2025, Tu Tam 1 village also had 10 other poor and near-poor households receiving support, with one pair of cows per household to implement the "Beef Fattening" model to develop family economy. Previously, the locality also provided breeding cows to many poor and near-poor households to create livelihoods and gradually stabilize their lives. "Tu Tam 1 village mainly develops agriculture with rice as the main crop and cattle farming. Implementing cattle farming support is in line with the needs and aspirations of the people. Through livelihood support programs, many households have more opportunities to develop their economy, increase their income and gradually improve their lives," Mr. Son said.
From poverty reduction funds allocated by the Provincial People's Committee, from 2025 to the present, Ninh Phuoc commune has implemented the Livelihood Diversification and Poverty Reduction Model Development Project with a total budget of 993 million VND, implementing 5 cattle farming models in 44 households. Simultaneously, it has implemented the Agricultural Production Development Support Project with a budget of 421.2 million VND, implementing 5 cattle farming models in 20 households. In addition, the commune has surveyed and selected Chau Re Agricultural Service Cooperative to propose participation in the "Cooperative Linking with Farmers for Economic Development and Sustainable Poverty Alleviation" program of the Thien Tam Fund in 2026 with the Project "Supporting the construction of effective cooperative models, linking production and consumption of asparagus products along the value chain in Ninh Phuoc commune".
Besides supporting livelihoods, the commune also effectively addresses employment issues for rural laborers and mobilizes various resources to care for social welfare. Political and social organizations actively undertake entrusted tasks, creating conditions for disadvantaged households to access preferential capital sources to develop production, increase income, and stabilize their lives. As a result, the poverty rate in the commune is expected to decrease to 0.54% by the end of 2025, and the near-poverty rate to 5.1%.

Mr. Le Van Dinh, a newly lifted-out-of-poverty household in Tu Tam 1 village, shared: “In 2024, my family received support from the local authorities in the form of breeding cows to develop our economy. With this support, we have been able to maintain the ‘fattening cattle’ model. Currently, my family is raising one pair of cows, which will be ready for sale in about 8 months to a year, and we will continue with a new batch. This model is suitable for local conditions, helping people accumulate capital to develop their economy and gradually stabilize their lives.”

According to Mr. Quang Thuc Doan, Chairman of the Ninh Phuoc Commune People's Committee, implementing the National Target Program for Sustainable Poverty Reduction has always been identified by the locality as a key task in socio-economic development and has been directed decisively and closely. Positive and effective solutions, along with timely allocation of funds, have facilitated the program's implementation. For programs and projects implemented in the commune, the People's Committee always ensures transparency and solicits public opinion from the outset. Based on this, they compile and develop support plans for production development, along with a list of eligible beneficiaries. As a result, programs and projects are implemented in accordance with local conditions, effectively contributing to socio-economic development and sustainable poverty reduction in the locality.
In 2026, Ninh Phuoc commune aims to reduce the poverty rate to 0.18% and the near-poverty rate to 1.85%. To achieve this goal, the locality will continue to promote awareness through various appropriate methods, limiting the mentality of relying on the State. The locality will also categorize target groups to develop appropriate support policies; increase capital for production development; and establish mechanisms to support newly lifted-out-of-poverty households in purchasing equipment, crops, and livestock for production. Simultaneously, it will strengthen inspection, supervision, and evaluation of poverty reduction activities, ensuring the efficient and economical use of resources.
