Construction of emergency embankment along Vu Gia River is being accelerated.

DNO - The emergency embankment project along the Vu Gia River, the section flowing through Dai Loc commune (locally known as Yen River), is being urgently constructed by a consortium of contractors, striving to complete key components during the dry season.

Bustling activity at the construction site.

It was 5:30 PM, but the construction site of the Vu Gia River emergency embankment project was still bustling with the sounds of concrete presses casting pipes. Some workers lingered to fabricate steel frames, preparing for tomorrow's pouring shift.

A worker from Thanh An 96 Construction Joint Stock Company shared: "We are working hard to speed up the progress during the dry season, because when the rainy season comes, the rising floodwaters will make the construction of the embankment impossible."

The Vu Gia River emergency embankment project is invested by the People's Committee of Dai Loc Commune, with the representative unit being the Dai Loc Commune Public Service Supply Center. Construction commenced on November 25, 2025, and the joint venture of Thanh An 96 Construction Joint Stock Company and Minh Dat Construction and Trading Company Limited won the bid for construction. According to the contract, the project is expected to be completed on October 26, 2027.

Towards the end of 2025, the situation regarding storms and floods on the Vu Gia and Yen rivers in Dai Loc commune became complicated, causing the contractor to focus primarily on preparation work.

Regarding land clearance, the Regional Branch 12 - Da Nang City Land Development Center is currently submitting the cadastral survey plan for appraisal to serve as the basis for preparing compensation and support plans for the people.

According to the investor's representative, land clearance has reached over 90% and has been handed over to the construction unit. Lieutenant Colonel Tran Van Ninh, in charge of the project (Thanh An 96 Construction Joint Stock Company), said that the construction site for the base and body of the embankment is now clear; the access road system is also complete, creating favorable conditions for transporting machinery and specialized materials.

Due to the specific requirements of river embankment construction, crucial components such as the base, body, and slope of the embankment need to be expedited during the dry season to avoid damage from flooding.

Lieutenant Colonel Tran Van Ninh shared that the unit mobilized 50 personnel to work throughout the week. During the recent April 30th and May 1st holidays, the workers only took a day off on May 1st before immediately returning to the construction site. Despite fluctuating material prices, the contractor ensured the full supply of geotextile fabric, rubble, gabions, piles, and crushed stone…

Efforts to exceed deadlines

A representative from Thanh An 96 Construction Joint Stock Company stated that the company aims to complete the casting of all culvert pipes for the project this May. By the end of July, the embankment foundation items (piling, culvert pipe installation, gabion placement) will be completed, paving the way for the completion of the embankment slope and the installation of concrete slabs in October. Simultaneously, the contractor will also begin construction of the road on top of the embankment, striving for asphalt paving by December 2026.

Mr. Truong Pham Hoang Huy, a consulting and supervisory engineer (Quang Nam Construction Engineering Joint Stock Company), said that as of the afternoon of May 25th, the construction value of the consortium had reached over 10% and will increase sharply as progress is accelerated. Currently, each contractor is simultaneously deploying three construction teams, focusing on the following items: embankment, drainage system, and road.

Following the directives of the Dai Loc Commune People's Committee, the contractor is striving to essentially complete the project by the end of 2026. For affected households, commune leaders have directly engaged in dialogue and persuasion, receiving high levels of agreement. Compensation, support, and resettlement procedures are being urgently implemented to expedite the handover of the remaining land. The source of fill soil for the project is stable thanks to the utilization of the district's former training ground project.

According to Le Do Tuan Khuong, Chairman of the People's Committee of Dai Loc commune, the locality is determined to complete the project 12 months ahead of schedule. The emergency embankment project along the Vu Gia River plays a crucial role in preventing erosion, protecting the administrative center, residential areas, and riverside infrastructure, and ensuring the safety of people's lives and property.

In addition, the project also aims to beautify the landscape, improve the ecological environment, and reduce traffic congestion on provincial roads DT609 and DT609B.

Upon completion and commissioning, the project will not only boost local socio -economic development but also bring about a modern urban appearance, creating momentum for Dai Loc commune to meet the criteria for becoming a ward by the end of 2030.

The Vu Gia River emergency embankment project in the former Ai Nghia town area (now Dai Loc commune, Da Nang city) has a total investment of 120 billion VND. Of this, the city budget contributes 84 billion VND, and the local budget contributes 36 billion VND. In addition to the embankment, the project also includes the construction of a 7.5m wide road at the top of the embankment. The sidewalks are paved with Terrazzo tiles; the left sidewalk is 10m wide (close to the riverbank embankment), and the right sidewalk is 3m wide.
