
This information was released at a press briefing organized by the Central Propaganda and Mass Mobilization Department on May 26.
According to Deputy Minister Nguyen Sinh Nhat Tan, the policy of switching from fossil fuels to biofuels was determined by the Government in 2012 through Decision 53 of the Prime Minister on the roadmap for blending biofuels with traditional fuels.
According to this roadmap, E5 gasoline was to be applied nationwide from the end of 2015 and E10 gasoline was expected to be implemented from the end of 2017. However, to ensure infrastructure, supply, and assess vehicle compatibility, the implementation of E10 has been meticulously prepared over the past several years.
The Ministry of Industry and Trade stated that it has conducted surveys in many localities with high fuel consumption such as Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Quang Ngai… and has also worked with major fuel distributors such as Petrolimex, PVOil, Saigon Petro, and domestic and foreign experts on engines and biofuels.
Simultaneously, the Ministry also consulted with the Vietnam Automobile Manufacturers Association (VAMA), the Vietnam Motorcycle Manufacturers Association (VAMM), the Vietnam Registering and Inspection Department, and many major car manufacturers such as Toyota, Honda, Hyundai, etc.
The assessment results show that the majority of cars and motorcycles currently in circulation in Vietnam can use E10 gasoline. Only a few very old or specific models are advised against using it.
To ensure that all vehicles have a suitable fuel option, the Ministry of Industry and Trade has decided to continue using E5RON92 gasoline until the end of 2030.
According to Circular 50/2025/TT-BCT, from June 1, 2026, unleaded gasoline circulating in the market will be blended into E10 gasoline for use in gasoline engines nationwide.
Regarding supply, the Ministry of Industry and Trade stated that the national gasoline consumption is currently around 1 million m3/month, corresponding to a demand for E100 ethanol of approximately 100,000 m3/month. Of this, domestic production meets about 25,000 m3/month, with the remainder being imported.
Currently, 13 key enterprises have invested in biofuel blending systems. Petrolimex , PVOil, and Saigon Petro alone have a combined blending capacity of nearly 890,000 m3/month, equivalent to approximately 89% of market demand if all operations switched to E10.
If the 10 businesses awaiting licensing complete the procedures, the total blending capacity of the entire system will exceed 1.17 million m3/month, enough to meet the nationwide demand for E5 and E10 gasoline.
Notably, PVOil has been distributing E10 gasoline across its entire system of nearly 1,000 stores since May 15, 2026, while Petrolimex also officially started selling E10 throughout its system from May 20 after a trial period in Ho Chi Minh City and Vung Tau.
According to leaders of the Ministry of Industry and Trade, the actual implementation and distribution over the past period has shown that there have been no official complaints related to the quality of E10 gasoline or negative impacts on vehicle engines.
The Ministry of Industry and Trade emphasized that expanding the use of biofuels is an inevitable trend in the context of Vietnam promoting a green economy, reducing carbon emissions, and limiting dependence on fossil fuels.
