In his opening remarks, Mr. Nguyen Van Phuong, Deputy Director of the Department of Industry and Trade, affirmed that the delegation of authority by the Government and the Ministry of Industry and Trade to localities regarding the issuance of certificates of origin and approval documents on the origin of goods is a correct, timely, and appropriate policy in line with practical needs.
For Bac Ninh , this is not just a transfer of responsibilities, but an opportunity for the province to better serve businesses. This decentralization is significant, contributing to increased local initiative in supporting exports, improving the investment and business environment, and promptly assisting businesses inside and outside the province in quickly accessing procedures and shortening the time required for administrative procedures.
Over the years, Bac Ninh has risen strongly, becoming an economic growth pole, the "industrial capital" of the North, and a bright spot on the country's import and export map.

However, the province is constantly striving to maintain its growth momentum while also creating more room for further development; creating the most favorable conditions to help provincial businesses export more easily, quickly, and at lower costs in carrying out administrative procedures related to the issuance of certificates of origin and approval documents on the origin of goods, thereby contributing to improving the efficiency of import and export activities of businesses inside and outside the province.
Speaking at the event, Mr. Nguyen Anh Son, Director of the Import-Export Department, informed that from July 1, 2025 (after Government Decree No. 146 dated June 12, 2025, regulating decentralization and delegation of authority in the industrial and commercial sectors, comes into effect), 59 administrative procedures in the import-export sector managed by the Ministry of Industry and Trade, such as: Issuing certificates of origin and approval documents for traders to self-certify import and export; transit permits for goods on the list of prohibited exports and imports; temporary import and re-export permits, etc., will be streamlined.
Based on the principle of decentralization and delegation of authority in accordance with the regulations on the delineation of authority and delegation of power in the Law on Government Organization 2025, the Law on Local Government Organization 2025, and specialized laws on trade and foreign trade management, the Ministry of Industry and Trade recognizes the necessity of implementing administrative procedures, especially those in the import and export sector, at the local level.
This aims to reduce costs and time for businesses, contributing to the promotion of sustainable export activities. Businesses can choose to apply for licenses directly in their operating area, while local authorities can monitor, inspect, supervise, and directly guide the activities of export and import businesses.

To help relevant stakeholders (Customs Department, Industrial Park Management Board, Bac Ninh Provincial Tax Department, industry units, etc.) understand the relevant information, experts from the Import-Export Department shared the following: Guidance on the mechanism and policies for implementing Circular No. 40 dated June 22, 2025 of the Ministry of Industry and Trade; dissemination of the legal basis and some basic rules on the origin of goods, etc.
The conference received numerous exchanges, discussions, and answers to several issues that businesses and traders are facing, such as: capacity, infrastructure (personnel, digital technology related to means of declaring goods documents), legal consistency and organization of import and export goods declaration... In addition, it was requested that relevant units and functional sectors review the conditions and promptly propose to the competent authorities solutions to remove obstacles for businesses and improve capacity to effectively implement the issuance of certificates of origin and approval documents, avoiding disruptions and ensuring convenience for businesses in accordance with the new directives of the Ministry of Industry and Trade.
The conference provided practical content for administrative management and the economic development, production, and export of the province, industry associations, and businesses in the coming period, especially in the context of Vietnam's efforts to promote decentralization and delegation of power according to the provisions of the 2025 Law on Government Organization, the 2025 Law on Local Government Organization, and the implementation of the two-tiered local government model.
