Many targets were significantly exceeded, such as: GRDP per capita of USD 5,852; budget revenue reaching nearly VND 72.5 trillion; foreign direct investment (FDI) reaching USD 5.2 billion; total import and export turnover reaching USD 182 billion, accounting for nearly 20% of the national total. The province welcomed 6.3 million visitors; urbanization rate reached 43.5%; and solid waste collection and treatment reached 95.8%.
Many major infrastructure projects have been launched, especially the Gia Binh International Airport project and connecting transportation routes, shaping a new development space. Investment attraction has seen breakthroughs, with total domestic and FDI investment estimated at US$17.6 billion; the "24-hour Green Lane and 60% Green Lane" mechanisms have been implemented, shortening processing times.

Basic socio-environmental indicators met the plan: the percentage of communes meeting new rural standards reached 77.3%; national standard schools, widespread health insurance coverage, trained workforce, and environmental management in industrial zones/clusters all met requirements. Social security was prioritized; the program to eliminate temporary and dilapidated houses and build social housing was basically completed, contributing to improving the living conditions of the people. Policies for ethnic minority areas were implemented effectively.
Culture and society have made positive progress; the Yen Tu - Vinh Nghiem - Con Son - Kiet Bac complex has been recognized as a UNESCO World Heritage Site. High-quality education maintains its top position. The province has issued policies to support investment in higher education facilities.
Bac Ninh has completed the reorganization and consolidation of administrative units and is operating a stable two-tiered local government model; it ranks 6th out of 34 provinces in innovation and 2nd nationwide in implementing all 16 criteria for transforming the government model (phase 1).
The province identified 11 difficulties and limitations, 10 causes; proposed 30 targets for 2026 (12 economic, 14 social, 4 environmental) and 9 groups of key tasks and solutions.

At the recent Second Conference of the First Term of the Bac Ninh Provincial Party Committee, delegates proposed 30 key targets for 2026 (including a growth target of 12.5-13%) with feasible solutions.
Beyond the semiconductor industry, groundbreaking and specific solutions are needed to truly make science, technology, innovation, and digital transformation new drivers of growth, aiming to achieve the goal of the digital economy contributing 41% to GRDP by 2026. Solutions are also needed to avoid delays in investing in centralized wastewater and waste treatment systems.
At the same time, comments were given on 15 draft reports on the 5-year socio-economic plan for the period 2026-2030; the report on the implementation of the state budget estimate for 2025; the estimate and allocation of the state budget estimate for 2026; the 3-year state budget financial plan for 2026-2028 of Bac Ninh province; and the 5-year state budget financial plan for the period 2026-2030 of Bac Ninh province.

Bac Ninh Provincial Party Secretary Nguyen Hong Thai emphasized that to continue socio-economic development, relevant departments and units must continue to review and resolve obstacles related to investment procedures, land clearance, technical infrastructure, and land access. For tasks under provincial authority, decisive action must be taken in accordance with the law, preventing delays that could affect overall progress. Particular attention should be paid to the demand for leveling materials for key projects. Specifically, for the Gia Binh airport project (phase 1), the estimated need for leveling is approximately 30 million cubic meters; in addition, other projects in the province currently lack about 8 million cubic meters of leveling material. He requested the development of a flexible mechanism for managing leveling material prices, adapting to market fluctuations and ensuring a stable supply. This task requires close coordination between the natural resources, construction, and transportation sectors, along with local authorities, to ensure timely progress.
The Provincial Party Secretary requested that there be no delays or a wait-and-see attitude of "we'll deal with it after Tet," but that work should be proactively addressed now, ensuring that the 2025 schedule is not backlog or stalled.
