Hoanh Son achieves breakthrough in poverty reduction through employment, vocational training, and social welfare.

Currently, Hoanh Son ward (Ha Tinh province) is considering expanding job opportunities, improving the quality of vocational training, and strengthening the social security system as the three pillars in its sustainable poverty reduction roadmap after the administrative unit merger, in line with the operating context of the two-tiered local government model.

The key to sustainable poverty alleviation.

Recognizing that poverty reduction must be linked to urban and service development goals, in 2025 Hoanh Son ward prioritizes implementing solutions to create sustainable jobs for its residents. In that year alone, the locality connected and secured jobs for 456 workers, including over 100 from poor, near-poor, and disadvantaged households.

Thanks to the coordinated efforts between the government and businesses in the Vung Ang Economic Zone, many disadvantaged workers have gained access to quality jobs with stable incomes. Regular recruitment counseling sessions and job fairs help people access information quickly and in a way that matches their skills.

The case of Mr. Bui Van Thin (Tan Tien residential area) is a clear example. Previously working as a freelance laborer with unstable income, he was guided by the ward to complete his application and connect with Formosa Ha Tinh Hung Nghiep Steel Company. Currently, his income of 9-10 million VND/month has helped his family escape their precarious situation and significantly improve their living standards.

Similarly, Mr. Mai Van Quyen (Tan Thanh residential area) used to only work seasonally. After receiving vocational training and job placement assistance, he found stable employment at the VinFast Ha Tinh factory, enjoying full insurance benefits and the means to care for his family.

Cases like those of Mr. Thin and Mr. Quyen demonstrate that stable employment is a decisive factor in the journey out of poverty, while also limiting the risk of falling back into poverty – a central goal in sustainable poverty reduction programs.

Alongside job creation, Hoanh Son ward is promoting vocational training based on market demand. Training courses in household electrical repair, industrial sewing, etc., are organized with a practical approach, linked to the needs of businesses. Learners can work at factories in the area or develop livelihood models at home. Many households have boldly borrowed capital to expand livestock farming and service businesses serving the Vung Ang Economic Zone, creating a long-term source of income.

Ensuring a "safety net" for vulnerable groups.

Along with creating livelihoods, Hoanh Son ward is implementing a comprehensive set of support policies to ensure that no vulnerable households are left behind.

In 2025, the ward built 5 new houses and repaired 18 houses for poor and near-poor households using funds from the program to eliminate temporary and dilapidated houses and social contributions. In addition, the locality mobilized over 1 billion VND to support disadvantaged households; provided health insurance cards for the poor; implemented policies for children, the elderly, and people with disabilities; and visited and presented gifts to those affected by natural disasters or illness. Thanks to this, people not only received timely support when facing difficulties but were also given opportunities to continue improving their lives and achieving stability.

Chairman of the People's Committee of Nguyen Hong Cuong ward affirmed that sustainable poverty reduction is not just about support, but more importantly, about creating opportunities. Employment, vocational training, and social security will continue to be the three key pillars of the ward. We are committed to working together so that every citizen, especially poor and near-poor households, can rise up using their own internal resources.

Entering a new phase of development, Hoanh Son ward aims to further improve the quality of its workforce, expand job fairs, support livelihoods for specific target groups, and ensure that all social welfare policies are implemented correctly, meeting the needs of the right people.

Proactive review, support, and job creation linked to vocational training, along with a solidly strengthened social security system, are helping Hoanh Son ward form a sustainable poverty reduction model, in line with the urban-service development orientation and meeting the requirements of the two-tiered local government after the merger.

The achievements in 2025 will serve as an important foundation for the locality to continue effectively implementing the goal of leaving no one behind, while contributing to the overall development of Ha Tinh province.
