Hat Mon commune is stepping up administrative reform efforts in conjunction with digital transformation.

HNP - In pursuit of the goal of building a modern, transparent, and people- and business-centric administrative system, immediately after implementing the policy of reorganizing administrative units, Hat Mon commune identified administrative reform as a key, regular, and continuous task. This includes focusing on the efficient operation of the Public Administrative Service Point – the central hub for receiving and processing administrative procedures – thereby promoting administrative reform in conjunction with digital transformation.

In order to ensure that people have full, clear, and transparent access to administrative procedures, the People's Committee of Hat Mon commune has implemented many solutions simultaneously, urgently reorganizing the government apparatus to ensure a streamlined, effective, and efficient operation, with clear assignment of responsibilities to specific individuals.

Comrade Bui The Anh - Head of the Culture and Social Affairs Department of the commune, said: "The People's Committee of the commune has strengthened the dissemination of information on administrative reform through various forms. Direct dissemination through the handling of administrative procedures, dissemination through the radio system, at meetings and conferences, and through information websites helps people understand the procedures for participating in the inspection and supervision of the implementation and resolution of citizens' affairs, while also helping officials and civil servants grasp the contents of administrative reform to advise on the effective implementation of administrative reform in the locality."

Hat Mon Commune Public Administrative Service Point - the focal point for receiving and processing administrative procedures.

Promoting a proactive, creative spirit, daring to think, daring to act, and daring to take responsibility in performing official duties and carrying out assigned tasks, Hat Mon commune has coordinated with relevant units to train and improve digital skills for officials and civil servants, especially skills in using document management software, receiving and processing administrative procedures online; using digital assistants to answer legal documents and administrative procedures to support the automatic answering of information and professional tasks in the operation of agencies and units.

The team of officials and civil servants proactively and regularly study the regulations of each administrative procedure within their authority to guide citizens and businesses in complying with the regulations, gradually mastering professional software and technological platforms to receive and process applications online. Currently, the electronic one-stop information system is operating effectively at the Commune Public Administrative Service Center, with basic infrastructure, equipment, application software, and personnel ensured. The one-stop and integrated one-stop mechanisms in resolving administrative procedures are implemented seriously and in accordance with regulations.

Publicly and clearly list all administrative procedures under the jurisdiction of the commune level.

After more than 4 months of implementing the two-tiered local government model, the commune has received 7,553 applications, including: 5,306 applications received online, and 2,247 applications received in person or via public postal services. 7,459 applications have been processed ahead of schedule or on time, and 94 applications are currently being processed.

To make it easier for citizens, especially the elderly and those with limited access to technology, to follow administrative procedures, the Hat Mon Commune Public Administrative Service Point has effectively systematized and publicly posted all administrative procedures under the commune's jurisdiction at the commune People's Committee headquarters, the Public Administrative Service Point, on the public service portal, and the electronic one-stop system. Public notice boards displaying administrative procedures are placed in easily visible and accessible locations, with illustrated procedures using images and QR codes. No additional documents or materials beyond those stipulated have been requested; the rate of applications processed ahead of schedule has increased, and citizen satisfaction with administrative procedures has also improved.

After more than 4 months of implementing the two-tiered local government model, Hat Mon commune has received 7,553 applications.

To further promote administrative reform associated with digital transformation, in the coming period, the commune will continue to effectively implement the key tasks of Resolution No. 57-NQ/TW on continuing to innovate and improve the effectiveness and efficiency of state management, focusing on administrative procedure reform, application of information technology, and strengthening people's supervision in resolving administrative work. It will also continue to comprehensively implement the task groups of Project 06, prioritizing the group of utilities serving citizens in the digital environment, ensuring that all citizens have convenient and equal access to and use of public services, leaving no one behind.
