The conference was attended by representatives of the leadership of units in Emulation Bloc No. 4; leaders of the Office, Heads of Administrative and Management Departments, and specialists working on emulation and commendation from 6 units belonging to Emulation Bloc No. 4.
Emulation Bloc No. 4 comprises 6 units: the Office of the Provincial National Assembly Delegation and People's Council, the Provincial People's Committee Office, the Department of Finance, the Department of Foreign Affairs, the Department of Internal Affairs, and the Department of Ethnic Minorities and Religion.
In 2025, the agencies within the Bloc remained united and cohesive in the timely and proper implementation of the Bloc's common activities. The Bloc leader effectively fulfilled his responsibilities in directing and managing the Bloc's operations.
The Party committees and leaders of the units within the Bloc have always paid attention to, directed, guided, and disseminated relevant documents on emulation and commendation to all civil servants, public employees, and workers; and promptly issued plans and documents for the departments and subordinate units to implement.
The contents of emulation and reward activities are implemented synchronously, and emulation movements, commendations, and awards are deployed promptly, ensuring openness, democracy, transparency, and compliance with regulations, creating enthusiasm for civil servants, public employees, and workers to actively participate in and respond to emulation movements launched by all levels and sectors.
Party committees and leaders of agencies within the Bloc have always paid close attention to and directed the implementation of regular and thematic emulation movements, in accordance with the actual situation of each agency, bringing practical results and contributing to the successful fulfillment of assigned political tasks as well as the goals of socio-economic development and ensuring national defense and security of the locality.
Units within the Bloc have responded to emulation movements launched by various levels, such as the emulation movement: “ Lai Chau joins hands for the poor - Leaving no one behind”; “Joining hands to eliminate temporary and dilapidated houses in Lai Chau province by 2025”; “The whole country competes in innovation and digital transformation”…
The units within the Bloc have actively propagated and mobilized civil servants, public employees, and workers to enthusiastically respond to and participate in emulation movements; organized the registration of emulation titles for collectives and individuals and launched emulation movements to all cadres, civil servants, public employees, and workers with specific themes, goals, and contents of emulation, closely adhering to the political tasks of each agency; organized preliminary reviews of emulation work, promptly identified, rewarded, and commended outstanding collectives and individuals, and proposed awards from higher authorities.
Regarding the tasks for 2026, the units within the Bloc unanimously agreed to continue striving to successfully implement the tasks of their respective agencies and units, in line with the province's socio-economic development goals for 2026; to promote patriotic emulation movements, identify, nurture, build, and replicate advanced models associated with administrative procedure reform and the implementation of the "Studying and following the thoughts, ethics, and style of Ho Chi Minh" campaign…
During the conference, members of the Bloc contributed their opinions to the draft report and discussed and agreed on solutions and organizational measures to improve the effectiveness of the emulation movement and enhance the quality of the Bloc's reward system.
The conference also reviewed and nominated units for the Provincial People's Committee to award Emulation Flags and Certificates of Merit. Accordingly, the units in the Bloc unanimously proposed that the Provincial People's Committee award an Emulation Flag to the Department of Internal Affairs; and Certificates of Merit to two agencies: the Provincial People's Committee Office and the Department of Finance. The units in the Bloc unanimously elected the Department of Internal Affairs as the Bloc Leader and the Department of Ethnic Minorities and Religions as the Bloc Deputy Leader for 2026 and launched the emulation movement for 2026.
At the conference, the units within the bloc also signed a competition agreement for 2026.
In his closing remarks at the Conference, Comrade Le Tuan Anh - Director of the Department of Finance and Head of Emulation Bloc No. 4 - requested that agencies within the Bloc continue to build upon the achievements of 2025, unite, and strive to excellently fulfill all tasks assigned by the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee…
