Due to its low-lying terrain, Ha Linh commune is a flood-prone area, frequently experiencing inundation. The lives of the people were once severely hampered by extreme weather, precarious production, and meager livelihoods. However, with strategic guidance and specific solutions from the local Party committee and government, the people of Ha Linh have gradually overcome these difficulties, and their economy is steadily improving.

In 2024, Ha Linh commune supported 23 households classified as poor, near-poor, or facing difficult circumstances in implementing a goat breeding model. Each household received financial assistance ranging from 8 to 11 million VND to purchase breeding goats. In Hamlet 1, Mr. Nguyen Van Anh is one of the households that implemented the model most effectively. Starting with 3 breeding goats, his herd has now grown to 8.
Mr. Anh excitedly said: “We have the advantage of a large hillside garden, but we couldn't utilize it before due to a lack of capital, irrigation water, and fertilizer. The crops didn't yield much, and our income was always unstable. Participating in the goat farming model has truly thrilled me. Goats are suitable for my family's capabilities and the local climate, the initial investment cost isn't high, the sheds utilize readily available acacia wood, and the feed is mainly grass and leaves, so we're very self-sufficient. After 5 months, the goat herd started reproducing. I realized this is a promising direction, so instead of selling them, I built more sheds to expand the herd. If we maintain the breeding herd, my family can raise 10-12 commercial goats annually (about 30 million VND), a source of income I never thought possible before.”

Currently, the total goat population in Ha Linh commune has reached over 100 animals due to households increasing their herds and expanding their livestock farming scale. This model is gradually contributing to helping poor, near-poor, and disadvantaged households have the motivation and conditions to develop their economy and rise out of poverty.
Besides directly supporting livelihood models for the poor, Ha Linh commune also encourages households with the means to develop large-scale economic models to become wealthy. In Hamlet 11, Ms. Nguyen Thi Oanh Trang boldly invested over 500 million VND to build modern cages for raising bamboo rats. Her entrepreneurial idea was supported by her husband. Previously, her husband worked in Thailand and participated in a bamboo rat farming model. Seeing the high economic efficiency, he brought the pink-cheeked bamboo rat breed and guided his wife in implementing the model in their hometown of Ha Linh.

To date, Ms. Trang's model has expanded to 320 breeding cages, including approximately 70 purebred breeding pairs. Ms. Trang shared: "Bamboo rats don't require much feed, don't make much noise, are less susceptible to disease, have a fast turnover rate, and are easy to breed. With each successful breeding pair, the family earns an average of 15-20 million VND per year. The total revenue of the model currently exceeds 1 billion VND per year."
The market for breeding and commercial bamboo rats is very favorable, with supply not meeting demand. However, this is not an easy model; breeders must understand their behavior, especially mating techniques. Cages must be well-ventilated, food must be clean, and bamboo and sugarcane are essential… I am willing to share my techniques and experience, and I believe that if households boldly implement this, it will become a model that helps many families rise to prosperity.”

Along with Ms. Trang's bamboo rat breeding facility, the flood-prone area of Ha Linh also boasts many large-scale, innovative models generating hundreds of millions of dong in revenue. These highly effective economic models are contributing to a strong ripple effect, empowering and inspiring the learning spirit and desire for change among the people. Many poor and near-poor households in Ha Linh, after directly visiting and learning from these models, have changed their way of thinking, and some have even dared to experiment with smaller models suitable to their family's conditions.
In this flood-prone area, effective economic models, ranging from small-scale to large-scale, are increasingly being replicated. With clear guidance from the government, people are no longer solely dependent on the potato and rice harvests or the weather, but have proactively planned and sought new directions, knowing how to transform each household's advantages into tangible sources of income.

Mr. Hoang Xuan Tan, Chairman of the People's Committee of Ha Linh commune, stated that the local poverty reduction journey has always faced many unique difficulties: hilly and fragmented terrain, frequent flooding; fragmented agricultural land, and limited capital among the people. With many specific solutions and the support of the people, the locality is seeing an increasing number of effective economic models.
Mr. Tan expressed: "The most encouraging thing is the people's aspiration to improve. When people proactively learn, dare to act, and dare to change, the government will have more basis to support and replicate successful models. In the coming time, Ha Linh commune will continue to replicate effective models; invite large enterprises to cooperate with people in production and consumption. At the same time, we will continue to mobilize resources and take advantage of support programs to gradually create sustainable livelihoods and help people escape poverty sustainably."
