Quang Ninh promotes strategic infrastructure connection with Fangcheng Port City

Based on the Vietnam - China Joint Statements, the important common perceptions of the leaders of the two Parties and the two States, the cooperation contents have been agreed upon by the leaders of Quang Ninh province (Vietnam) - Guangxi Zhuang Autonomous Region (China), in recent times, the People's Committee of Quang Ninh province and the people's government of Fangchenggang city in particular, Guangxi in general have concretized and implemented cooperation, achieving many substantive results. Especially in the fields of economic cooperation, trade, tourism, health, road traffic connection, opening and upgrading border gates; cooperation in border management, maintaining security, order and safety, and preventing crimes in border areas.

At the conference, the two sides agreed to accelerate the implementation of strategic infrastructure projects, notably accelerating the progress of Bac Luan III Bridge, studying and planning the Mong Cai - Ha Long - Hai Phong standard gauge railway line and piloting the construction of smart border gates, while also agreeing on a plan for high-tech implementation and cooperation. The two sides also pledged to restore entry and exit activities for Chinese tourists using day passes to visit Mong Cai city.

Vice Chairman of the People's Committee of Quang Ninh province Le Van Anh suggested that the two sides direct functional agencies and border localities to maintain cooperation mechanisms, enhance information exchange; speed up reporting progress to competent authorities to soon deploy Bac Luan III bridge; effectively deploy the pilot construction of smart border gates; soon deploy research and planning for the Mong Cai - Ha Long - Hai Phong standard gauge railway line and research connection with Dong Hung railway line.

Quang Ninh calls on investors with financial capacity to research and cooperate in investing in the province in priority areas such as high-tech industry, artificial intelligence technology, electronic components, renewable energy production, green energy and industrial park infrastructure development.

Agreeing with the opinions of the leaders of Quang Ninh province, Mayor Khau Minh Hong emphasized the need to act quickly and concretize cooperation programs; affirmed to strengthen cooperation mechanisms, quickly promote investment in connecting traffic systems, especially Bac Luan III bridge, connecting railway lines; deploy smart border gates, industrial cooperation zones, cross-border economic cooperation. Establish working groups of both sides to promote the implementation of related work contents; strengthen cooperation in the fields of science and technology, fields of artificial intelligence application; ensure security and safety in border areas.

Regarding the role of people-to-people exchanges in strengthening bilateral relations, Mayor Qiu Minghong suggested that both sides continue to enhance cultural and people-to-people exchanges, contributing to enhancing understanding and connection between the two peoples. This is also a practical activity to celebrate the 75th anniversary of the establishment of Vietnam-China diplomatic relations and the Vietnam-China Humanitarian Exchange Year.

Cooperation between Quang Ninh and the Guangxi Zhuang Autonomous Region continues to achieve many substantive results based on the Vietnam-China Joint Statement and the common perception of the two countries' senior leaders. In the first 9 months of 2025, the import-export turnover between the two sides is estimated at 2.89 billion USD (up 15.8%), Quang Ninh has welcomed nearly 430,000 Chinese visitors.
