
After nearly 10 years of doing business in the culinary field, Mr. Bui Dinh Tuong, owner of Dat Quang 2 Restaurant (Bai Chay Ward) and his colleagues decided to change. From a sole proprietorship model, in July 2025, the establishment was officially upgraded to Dat Quang 2 Company Limited.
Located in the central area of the tourist area, the restaurant welcomes a stable number of customers all year round. However, in the past, when operating as a business household, signing contracts, expanding cooperation or working with large suppliers all faced many limitations.
Mr. Tuong said: “As a business household, we could not issue VAT invoices when partners or customers requested, making it difficult to reach a diverse customer base. Since becoming a business, although initially there was more work to do from bookkeeping, accounting, and tax reporting, in return, we do business more transparently and professionally. This is also a way to maintain reputation and develop long-term.”
The most important thing after the conversion is not only changing the signboard but also changing the business mindset. “The biggest thing is that I changed my way of thinking. Doing business in the direction of an enterprise forces me to think ahead, to calculate more carefully, not just day by day like before” – Mr. Tuong shared.
The story of Dat Quang 2 is a testament to the fact that when changing their mindset, businesses can open up new opportunities for themselves. However, in reality, many businesses are still hesitant and choose the “safe” way in the old model.
At Thanh Binh Auto Workshop (Zone 9, Van Don Special Zone), Mr. Pham Quang Binh has been involved in the auto repair business for nearly ten years. Although his job is stable and his customers are regular, Mr. Binh has not yet considered converting to a business model. He said: "Actually, I have thought about becoming a business, but my scale is still small and my revenue is not stable, so I have not dared to do it. And when I become a business, I heard that I need to have an accountant, books, and the procedures are complicated and I have to pay many types of taxes, so I am very hesitant."
According to him, operating as a sole proprietorship helps make operations more streamlined and flexible, without having to worry too much about procedures and paperwork. “I work in a technical field and am not familiar with paperwork, so if the procedures are too complicated, it will be difficult to follow,” said Mr. Binh.

According to a report from the Department of Finance, from 2023 to the first 9 months of 2025, the whole province had only 118 business households converting to enterprises. In the first 9 months of this year alone, there were 23 households - a rather modest rate compared to tens of thousands of households in operation. Meanwhile, in the same period, the whole province had nearly 1,300 newly established enterprises with a total registered capital of more than 21,000 billion VND. These figures show that although the number of new enterprises is still increasing steadily, most of them are newly established entities, while the proportion of business households boldly converting to enterprises is still very small. That also means that the resources in the business household sector, which accounts for a large proportion, have not been properly "awakened".
In reality, if we only stop at propaganda and mobilization, it is still not enough for business households to boldly transform. There needs to be truly appropriate policies - from procedures, taxes to support mechanisms so that they see becoming a business as an opportunity, not a burden.
Mr. Le Nhu Thieu, Vice Chairman of the Provincial Business Association, said: “ In all of our current policy systems, it seems that they are designed for all businesses, from large businesses, small businesses to small and micro businesses. All businesses are subject to the same policy system. We see that if there is a softer mechanism, with separate policies for business households converting to small, micro and micro businesses, they will be more comfortable. Even in terms of propaganda, we must make them feel that converting to businesses will be recognized, protected, and supported more instead of feeling like they are being managed more tightly .”
Converting from a household business to an enterprise is not just a change of signboard, but a step of maturity in production and business thinking. When policies become more open and when each household owner confidently steps beyond their “safety line”, Quang Ninh will have many new businesses – small nuclei that contribute to creating a great momentum for the local economy .
